Recruitment Rule of the Department of Training and Technical Education, Principal, College of Art

DEPARTMENT OF TRAINING AND TECHNICAL EDUCATION 

NOTIFICATION

Delhi, the 5th May, 2022

No. F. 1/DEG-(3)/RR/2019/600.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home affairs notification number S.O. 3532 published in Part-II Sub-section  (i)  of  section  3,  Gazette  of  India  Extraordinary  dated 24th September, 1968, and in supersession of the recruitment rules for the post of Principal, College of Art notified vide notification No. F. 9(183)/91-SB/21274 dated 26th September, 1997 and No. F. 9(183)/RR/SB/DTTE/2013/677 dated the 22nd April, 2019 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, with prior consultation of UPSC is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Principal, College of Art under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:

Recruitment Rule of the Department of Training and Technical Education

1. Short title and commencement:-(i) These rules may be called the, Department of Training and Technical Education, Principal, College of Art Recruitment Rules, 2022.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in the Pay Matrix: – The number of posts, its classification and the Level in the Pay Matrix attached there to, shall be as specified in column (2) to

(4) of the Schedule attached thereto.

3. Method of Recruitment, Age limit and other qualification: – The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column

(5) to (13) of the said Schedule.

4. Disqualifications: No person,

(a) Who has entered or contracted marriage with the person having a spouse living, or

(b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts:

Provided that Government may, if satisfied that such a marriage is permissible  under  the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.

5. Power to relax:-Whether the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person.

6. Saving:-Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.

vacancies to be filled by various methods.

100% by Deputation Including Short-Term Contract.

Note 1: The term of appointment of the Principal shall be
contractual in nature for a period of Five Years and can be
extended for one more term depending upon the performance.

11.

In case of recruitment by promotion/deputation/ absorption,
grades from which promotion/ deputation/ absorption to be
made.

Deputation (Including Short Term Contract):

Officers under Central Government / State Governments /
Union Territory Administrations / Public Sector
Undertakings / Recognized Universities or Institutes/
Autonomous Bodies / Statutory Organizations:

(A) (I) Holding analogous post on regular basis in the
parent cadre / Department ;

OR

(II) With two years’ service in the grade rendered after
appointment thereto on a Regular basis in posts in Level
13A1 OR Equivalent in the Parent cadre or Department;

AND

(B) Possessing the Following Educational qualifications and
Experience:

(I) Bachelors Degree and Masters Degree in appropriate
branch of Fine Art (Applied Art, Painting, Sculpture, Print
Making, Visual Communication and Art History) from a
recognized University/Institute with first class or
equivalent either in Bachelors or Masters Degree; AND

(II) Ph.D. in appropriate discipline (Applied Art,
Painting, Sculpture, Print Making, Visual Communication and
Art History) from a recognized University/Institute; AND

(III) At least two successful Ph.D. guided as
supervisor/Co-Supervisor and minimum 8 research
publications in SCI journals/UGC/AICTE approved list of
journals.

Experience:

(I) Minimum 15 years of experience in
teaching/research/industry, out of which at least 3 years
shall be at the post equivalent to that of Professor.

Note 1
: If a class/division is not awarded, a minimum of 60 per
cent marks in aggregate shall be considered equivalent to
1stclass/division. If a Grade point system is adopted, the
CGPA will be converted to equivalent marks as below :

: Period of Deputation (ISTC) including period of
Deputation (ISTC) in another Ex-cadre post held immediately
preceding this appointment in the same or some other
organization / Department of the Central Govt. shall
ordinarily not to exceed five years. The maximum age limit
for appointment by deputation (ISTC) shall not exceed 58
years as on the closing date of receipt of applications).

12.

If a Departmental Promotion Committee exists what is its
composition.

13.

Circumstances in which Union Public Service Commission is
to be consulted in making recruitment.

Consultation with UPSC Necessary.
