UGC guidelines on Examination and Academic Calendar
5175. SHRI RAM MOHAN NAIDU KINJARAPU:
Will the Minister of EDUCATION be pleased to state:
(a) whether University Grants Commission (UGC) had issued liberalized guidelines in July 2021 on examinations and Academic Calendar in view of the COVID-19 Pandemic which included last date of withdrawal of admissions and refund of fee to students and if so, the details thereof;
(b) whether Technical Universities particularly Netaji Subhash University of Technology (NSUT) have not followed the last date i.e. 31.12.2021 as mentioned in the guidelines of UGC for refund towards the withdrawal of admission from BBA course under the Common Management Admission Scheme for BBA 2021;
(c) if so, the reasons therefor along with number of such cases, University-wise particularly NSUT; and
(d) whether UGC proposes to issue fresh directions to these Universities particularly NSUT impressing upon them to make a refund of a full fee immediately to those students who withdrew their admission(s) as per the said UGC directives i.e. on or before 31.12.2021 from BBA for the academic session 2021-22 and if so, the details thereof ?

(a): The University Grants Commission (UGC) has informed that it had issued guidelines on Examinations and Academic Calendar in view of the COVID-19 Pandemic – July, 2021, wherein para 5 provides for a full refund of fees to be made on account of all cancellations of admissions/ migrations of students up to 31.10.2021 for the academic session 2021- 2022 as a special case. Thereafter, on cancellation/ withdrawal of admissions up to 31.12.2021, the entire fee collected from a student should be refunded in full after deducting not more than Rs.1000/- as processing fee.
(b) & (c): The UGC has informed that during the session 2020-21 it has received 13 complaints regarding refund of fees related to BBA programme, as available at https://www.ugc.ac.in/pdfnews/3156729_LSPQ-NO-5175-Annexure-I.pdf . However, regarding Netaji Subhash University of Technology (NSUT) no complaint relating to refund of fees for BBA programme has been received in UGC. One complaint pertaining to NSUT, relating to refund of fee for B.Tech programme, has been received in UGC.
(d): UGC has written to NSUT impressing and stressing upon them to make a full refund of fee immediately to all such students who withdrew their admission(s) as per the UGC directives. UGC has further written to the Principal Secretary (Education), Education Department, Delhi, requesting the intervention in the matter and give appropriate direction to NSUT to take necessary action for resolving the issue in accordance with the guidelines and regulations issued by the UGC from time to time.
