REFUSAL TO ACCEPT ASSISTANCE UNDER PMAY

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details and the number of houses/beneficiaries recommended/proposed by the Union Government for the Stat of Chhattisgarh during the last three years and the current year;
(b) whether the State Government of Chhattisgarh refused to accept the assistance given by the Union Government under the Pradhan Mantri Awaas Yojana (PMAY) and if so, the reasons given by the Government of Chhattisgarh;
(c) the number of such beneficiaries in the State of Chhattisgarh whose instalments have not been paid;
(d) whether the Union Government paid the entire amount of its share to the State Government;
(e) if so, the details thereof and the reasons for nonpayment of the amount to the beneficiaries till date;
(f) whether the State Government of Chhattisgarh is not serious about providing housing to the beneficiaries of PMAY; and
(g) if so, the reaction of the Union Government in this regard?

(a) The details of target allocated by the Ministry in the State of Chhattisgarh under Pradhan Mantri Awaas Yojna – Grameen (PMAY-G) are as below:

*The allocated target for the FY has now been withdrawn on account of lack of progress in implementation by the State.
Under Pradhan Mantri Awaas Yojna – Urban (PMAY-U) being implemented by Ministry of Housing and Urban Affairs (MoHUA), a total of 2,20,475 houses have been sanctioned for the State of Chhattisgarh during last three years and the current year.
(b) Under PMAY-G, the State Govt. of Chhattisgarh was allocated a target of 6,48,867 houses for 2020-21, however the State surrendered the target of 4,91,052 households due to financial constraints and difficulty in releasing the corresponding State share. Further, the Ministry was compelled to withdraw the target of 7,81,999 houses allocated for 2021-22 due to the inability of the State to provide State Share of funds and un-satisfactory progress of the scheme.
(c) to (e) Under PMAY-G, the number of beneficiaries pending in the State of Chhattisgarh for release of 1stinstallments are 1,60,098, for 2nd installments are 49,049 and for 3rd installments are 64,137 as on 1st April, 2022.
Against the total due amount of central share of Rs.8,365.90 crore for cumulative target of 10,97,150 houses till 2020-21 under PMAY-G, Rs. 7,184.64 crore has been released to the State. The subsequent central share could not be released due to pending corresponding State share from the State Govt. of Chhattisgarh. The unspent balance in the State as on 01.04.2022 is Rs.215.5 Crore.
Under PMAY-U, a total of 3.12 lakh houses involving Central assistance of ₹4862.17 crore have been sanctioned for State of Chhattisgarh. So far, ₹1715.18 crore against 1st installment, Rs. 1014.33 crore against 2nd installment and ₹123.17 crore against 3rd installment have been released for 2,71,938, 1,56,692 and 28,692 beneficiaries respectively under PMAY-U.
(f)&(g) Despite the several meetings and communications at various levels in the Ministry, the State Govt. of Chhattisgarh has not shown enough progress under the PMAY-G scheme, neither has it been able to release its corresponding state share, despite it committing to do so. The Ministry was compelled to withdraw the target of 7,81,999 houses allocated for 2021-22 due to the inability of the State to provide State Share of funds and un-satisfactory progress of the scheme.
