Will the Minister of RAILWAYS be pleased to state:

(a) whether the Government has created Rashtriya Rail Sanraksha Kosh (RRSK) to be utilized for track improvement, bridge rehabilitation work, improved inspection work, etc;

(b) if so, the facts thereof and the amount spent thereon so far;

(c) whether there is lack of advanced technologies to improve safety;

(d) if so, the facts thereof and the reaction of the Government thereon;

(e) whether the Railways has claimed that zero to ten death incidents took place during each of the last three years after creation of RRSK;

(f) if so, the facts in this regard;

(g) whether the NITI Aayog has questioned the Railways over safety and use of specially created RRSK; and

(h) if so, the facts thereof and the reaction of the Government thereon ?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (h) OF UNSTARRED QUESTION NO. 5653 BY SHRI GIRISH BHALCHANDRA BAPAT, SHRI CHANDRA SEKHAR SAHU, SHRI RAHUL RAMESH SHEWALE AND DR. PRITAM GOPINATHRAO MUNDE TO BE ANSWERED IN LOK SABHA ON 06.04.2022 REGARDING RASHTRIYA RAIL SANRAKSHA KOSH.

(a) Yes, Sir.

(b) ‘Rashtriya Rail Sanraksha Kosh (RRSK)’ has been introduced in 2017-18 for a period of five years. This fund is utilized for financing identified works under Plan heads Track Renewal, Bridge Works, Signal & Telecom Works, Road Safety works of Level Crossings and Road Over/Under Bridges, Rolling Stock, Traffic Facilities, Electrical Works, Machinery and Plant, Workshops, Passenger Amenities and Training/HRD.

Expenditure of Rs.74444.18 cr has been incurred out of RRSK to end of 2021-22.

(c) No, Sir.

(d) Does not arise.

(e) & (f) Number of fatalities occurred in Consequential Train Accidents during the last three years – 2019-20, 2020-21 and 2021- 22 are as under:
