PENDING RETIREMENT BENEFITS

Will the PRIME MINISTER be pleased to state:
(a) whether it is a fact that post retirement benefits of some of the IAS and IPS officers are on hold and if so, the details thereof and the number of such cases pending with the Government since 2014 along with the reasons therefor; and
(b) the time by which this would be resolved?

(a) & (b): As per provisions of Rule 6(2) of All India Services (Death Cum Retirement Benefits) Rules, 1958, the post-retirement benefits of All India Services officers can be withheld by the Central Government or the concerned State Government, where any departmental or judicial proceedings have been instituted. Release of post-retirement benefits is linked to final outcome of the departmental or judicial proceedings.
Out of total 06 (six) number of pending such disciplinary proceedings cases against IAS/IPS officers for alleged misconduct while working in the Government of India, 03 (three) cases were instituted in 2021, 01 (one) in 2019 and 02 (two) in 2017.
