BENEFICIARIES REJECTED UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the reasons due to which out of the total 4.3 crore persons earmarked for the Pradhan Mantri Awas Yojana-Gramin (PMAY-G), only 2.32 crore have become eligible after verification by Gram Sabhas; and
(b) the details of the number of beneficiaries rejected thereunder by Gram Sabhas on grounds of migration and death, State-wise?

(a) The identification of beneficiaries under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) is based on the housing deprivation parameters and exclusion criteria applied to Socio Economic Caste Census (SECC) 2011 database, subject to due verification by Gram Sabha and completion of Appellate Process. The data of 4.04 crore households was derived from the SECC 2011 database, which was sent to States/UTs for conducting Gram Sabha verification and Appellate Process. After exclusion of ineligible households by Gram Sabha and due appellate process, 2.95 crore households were found eligible for providing assistance under PMAY-G. Accordingly, the overall target of 2.95 crore households was set under the scheme.
Apart from the 13 point exclusion criteria applied to the SECC data, the States/ Union removed those households who already had their houses constructed and those who became ineligible due to other reasons as specified in the the Gram Sabha resolutions. As on 30.03.2022, after such process, a total of 2.15 crore households remain eligible from SECC 2011. Some of the major reasons for deletion of households by the Gram Sabha are:-
- i. Already has pucca house/availed under other scheme
- ii. Beneficiary died with no nominee in SECC list
- iii. Beneficiary migrated permanently
- iv. Beneficiary unwilling to construct house
- v. Beneficiary not-traceable
- vi. Beneficiary living in sensitive areas/ forest areas and unable to construct the house
- vii. Area classified from rural area to urban area/ planning area
(b) A total of 10,65,869 households have been rejected/deleted from Permanent Wait List (PWL) of PMAY-G due to permanent migration. Further, a total of 4,26,698 households have been rejected/deleted from PWL of PMAY-G due to death of beneficiary without nominee/heir. The State/UT-wise number of households rejected by Gram Sabhas on grounds of permanent migration and death of beneficiary without legal heir is given at Annexure.
