Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the status of homelessness and number of homeless people in the country;
(b) the funds allocated by the Government to provide temporary accommodation houses to them during extreme weather conditions like heat wave, rainy season and cold wave;
(c) whether the Government is constructing built up houses for homeless people and if so, the details thereof; and
(d) the total allocation by the Government for providing houses to people who are homeless or without houses?

(a) to (d): As per information provided by the Ministry of Housing and Urban Affairs, the guidelines of Shelter for Urban Homeless (SUH) component of ‘Deendayal Antyodaya Yojana National Urban Livelihoods Mission’ (DAY-NULM) provide for systematic third party surveys to be undertaken in cities/towns by the urban local bodies to identify the number of urban homeless. So far, 2,45,783 Urban Homeless have been identified in 27 States/UTs.
Total numbers of functional shelters under DAY-NULM are 1678.
Under DAY-NULM, funds are allocated to States/UTs in a consolidated manner, out of which appropriate amount is apportioned by States/UTs for Shelter for Urban Homeless (SUH) component, as per their requirements. Under the Mission, a total of <4,443 crore central fund has been released to States/UTs under DAY-NULM till 31.03.2022.
Further, in pursuance of the Government’s vision of “Housing for All”, Ministry of Housing and Urban Affairs is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) for giving Central assistance to States/ Union Territories (UTs) for providing all-weather pucca houses to all eligible urban households including homeless.
States/ UTs have undertaken demand survey under PMAY-U for assessing actual demand of housing for eligible beneficiaries. Total assessed demand of houses as validated by States/ UTs in the year 2017 under the scheme was 112.24 lakhs. However, demand of housing being dynamic in nature, additional housing demand of urban households who became eligible during implementation of the scheme were also covered.
Based on the project proposals submitted by States/ UTs, as on 21.03.2022 a total of 115.48 lakh houses have been sanctioned across the country. Out of the total sanctioned houses, 95.13 lakh houses have been grounded for construction; of which, 56.33 lakh have been completed/ delivered to beneficiaries. Central assistance of n.89 lakh crore has been approved under the scheme; out of which, 1.12 lakh crore have been released.
