PROMOTION OF SENIOR OFFICIALS

Will the PRIME MINISTER be pleased to state:
(a) whether it is a fact that middle to senior management rank officials of the Central Secretariat Service in various Ministries have not been given promotion during the past six years;
(b) if so, the reasons therefor;
(c) whether it is also true that many representations had been given by the employees for granting promotions and if so, the details thereof;
(d) whether it is true that an assurance had been given to the employees regarding implementation of the promotion due to the employees; and
(e) if so, the details thereof and the steps taken by the Government in this regard?

(a) to (e): Vacancies arise out of retirement, resignation, voluntary retirement, promotion, transfer on deputation, termination/dismissal of service, death, etc. These are filled up through prescribed modes of appointment, including by promotion of officers from feeder grade, in accordance with relevant recruitment rules, regulations, etc., made there under and extant guidelines. As regards promotion of the Central Secretariat Service officers, there have been a series of litigation and directions of various Courts therein. However, it is the endeavor of the Government to carry out promotions as expeditiously as possible.
