EKLAVYA MODEL RESIDENTIAL SCHOOLS IN JHARKHAND AND BIHAR

Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) whether in the General Budget, 2021 the Government had announced setting up 750 Eklavya Model Residential Schools(EMRS) in the tribal areas of the country;
(b) if so, the total number of EMRS along with the names of places and their location where these schools have been established, State-wise details thereof;
(c) the number of EMRS under construction in the country at present along with their year of sanctioning and place-wise details thereof;
(d) the district-wise details of Eklavya Schools sanctioned and functional in Jharkhand and Bihar;
(e) the names of places where EMRS out of the above have not been made operational so far;
(f) the time by which EMRS at these places are likely to be completed along with probable date of commencement of education in these EMRS; and
(g) the reason behind delay in establishment of EMRS along with the details thereof?

(a) to (e): Government has decided to establish Eklavya Model Residential School (EMRS) in every block with more than 50% ST population and at least 20,000 tribal persons as per 2011 census. Accordingly, in addition to the existing 288 schools sanctioned under Grants under article 275(1) of Constitution, 452 new schools (cumulatively 740 EMRSs) are scheduled to be established in the blocks fulfilling the criteria and provision of suitable land by the State. As on date, a total number of 679 schools have been approved across the country, out of which 367 are functional. State-wise details of all EMRSs sanctioned with their construction status and functional status, including that of Jharkhand and Bihar, are at Annexure.
(f) and (g): It takes around 2 years for completion of construction of school after “formal sanction” is granted. However, concerned states are advised to identify alternate building for starting the schools in the location approved so that students may not be deprived of the education. The reason behind delay, if any, in establishment of EMRS is mainly due to delay in identification of suitable land by the concerned State Governments, issues related to forest clearence and court cases while trnasferring the land in the name of the State society.
