Will the Minister of PANCHAYATI RAJ be pleased to state
(a) the details of the main features and objectives of Rashtriya Gram Swaraj Abhiyan (RGSA);
(b) the details of guidelines and criteria fixed for allocation under the said scheme; and
(c) the details of the funds sanctioned and released under Rashtriya Gram Swaraj Abhiyan during each of the last three years and the current year, State-wise including the State of Chhattisgarh, year-wise?

(a) The Ministry of Panchayati Rai (MoPR) is implementing Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) w.e.f. financial year 2018-19 with the primary aim of strengthening Panchayati Raj Institutions (PRIs) for achieving Sustainable Development Goals (SDGs) with main thrust on convergence with Mission Antyodaya and emphasis on strengthening Panchayati Raj Institutions (PRIs) in 117 Aspirational districts.
The primary objective of the scheme is to develop governance capabilities of PRIs to deliver on the SDGs, enhance capabilities of Panchayats for inclusive local governance with focus on optimum utilization of available resources and convergence with other schemes to address issues of national importance, raise own sources of revenue, strengthen Gram Sabhas to function effectively as the basic forum of people’s participation, transparency and accountability within the Panchayat system, promote devolution of powers and responsibilities to Panchayats according to the spirit of the Constitution and PESA Act 1996, develop a network of institutions of excellence to support capacity building and handholding for PRIs, strengthen institutions for capacity enhancement of PRIs at various levels and enable them to achieve adequate quality standards in infrastructure, facilities, human resources and outcome based training, promote e-governance and other technology driven solutions to enable good governance in Panchayats for administrative efficiency and improved service delivery, recognize and incentivize PRIs based on performance.
(b) The scheme has both central as well as state components. The central component is fully funded by Government of India. However, for the State Component, Centre: State funding pattern is 60:40 for all States except North Eastern, Hilly States and Union Territories (UT) of Jammu & Kashmir where Central and State sharing is in the ratio of 90:10. For other UTs, Central share is 100%.
Under the scheme, funds are released to States on the basis of approved Annual Action Plans (AAP), submission of requisite documents viz. Utilization Certificate, Auditor’s Report etc. and instructions of Ministry of Finance regulating release of funds under the Centrally Sponsored Schemes.
(c) Details of the Annual Action Plan (AAP) approved and released under RGSA during each of the last three years and the current year, State-wise including the State of Chhattisgarh, is given at Annexure.
