Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total number of projects under the Smart Cities Mission which have been completed and the total number of projects for which work orders were issued as on 31st December, 2021;
(b) the quantum of funds released as of December 2021, out of the total commitment made by the Union Government to spend Rs. 48,000 crore over a period of five years;
(c) the status of the execution of the work for development of smart cities in the country particularly in the States of Andhra Pradesh and Telangana;
(d) whether any review has been conducted on the pace of execution of the said projects and if so, the details thereof; and
(e) the steps being taken by the Union Government to expedite the completion of smart city projects in the country?

STATEMENT
STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (e) OF THE LOK SABHA STARRED QUESTION NO. *126 (6TH POSITION) FOR ANSWER ON 10.02.2022 REGARDING DEVELOPMENT OF SMART CITIES.
(a) to (e): Government of India launched the Smart Cities Mission (SCM) on
25 June 2015. 100 Smart cities have been selected through 4 rounds of competition from January 2016 to June 2018. As per SCM Guidelines, Central Government will provide financial support to the extent of ₹ 48,000 crore over five years i.e. on an average ₹ 100 crore per city per year. An equal amount on a matching basis will be contributed by the State Government/Urban Local Body. As on 21 January 2022, Government of India has released ₹ 28,413.60 crore for 100 Smart Cities, out of which ₹ 23,668.27 crore (83%) have been utilized.
So far, these Smart Cities have tendered out 6,721 projects worth ₹ 1,88,506 crore; work orders have been issued in 6,124 projects worth ₹ 1,62,908 crore; 3,421 projects worth ₹ 58,735 crore have been completed. State-wise/city-wise progress of projects of Smart Cities, including Smart Cities of Andhra Pradesh and Telangana, is given in Annexure-I.
The implementation of SCM at the city level is done by a Special Purpose Vehicle (SPV) created for the purpose. At State level, Mission implementation is coordinated by the State level High Powered Steering Committee (HPSC) chaired by the Chief Secretary of the State. At the National level, implementation of SCM is monitored by an Apex Committee headed by Secretary, Ministry of Housing and Urban Affairs (MoHUA). Nominee Directors of MoHUA on the Boards of SPVs monitor progress in respective cities on a regular basis. MoHUA regularly interacts with the States/Smart Cities through video conferences, review meetings, field visits, regional workshops etc. at various levels to assess the performance of cities and handhold them for improving the same. Smart Cities are assessed on various parameters including, but not limited to, project implementation and utilization of funds through the Online Geospatial Management Information System (GMIS).
The period of implementation of SCM has been extended upto June 2023 and all Smart Cities are expected to complete their projects within the stipulated time.
