RASHTRIYA GRAM SWARAJ ABHIYAN (RGSA)
Will the Minister of PANCHAYATI RAJ be pleased to state:-
(a) the details of the Rashtriya Gram Swaraj Abhiyan (RGSA);
(b) the data on the funds allocated for the RGSA, State-wise in the last three years;
(c) the data on the funds allocated for RGSA, Panchayat-wise during the last three years especially in the districts of Palamu and Garwha;
(d) whether any new initiatives have been taken up under the scheme; and
(e) if so, the details thereof?

(a) The Ministry of Panchayati Rai is implementing Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) w.e.f. financial year 2018-19 across all States/ Union Territories with the primary aim of strengthening Panchayati Raj Institutions (PRIs) for achieving Sustainable Development Goals (SDGs) with main thrust on convergence with Mission Antyodaya and emphasis on strengthening PRIs in 117 Aspirational districts.
(b) State-wise detail of fund released during the last three years under the scheme is attached as Annexure.
(c) Under RGSA scheme, funds are released to States and not to Districts/Panchayats.
(d) & (e) The scheme lays emphasis on ensuring basic orientation training for Elected Representatives of Panchayats within six months of their election and refresher training within
2 years. The scheme lays strong focus on Capacity Building and Training of Elected Representatives and Stakeholders on Sustainable Development Goals, Own Source Revenue (OSR) and subject of National Importance. One of the notable interventions of the scheme is to mobilise, educate and transform Ward Members or Panchs into Sectoral Resource Persons with a clear role and to transform them into agents of change. The Scheme also promotes Self Help Groups (SHGs)-PRI convergence to ensure effective community mobilisation and greater public ownership of flagship programs of the Govt. Use of e-governance and technology driven solutions at Panchayat level have been increased through this scheme to attain administrative efficiency, improved service delivery, and greater accountability. The notable intervention in this regard is rolling out of Audit online application under e- Mission Mode Project for online audit of Panchayat accounts. Further, scheme also supports innovative and economic development and income enhancement projects on a limited scale.
