Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Government has launched a comprehensive employment-cum-rural pulic works campaign named ‘Garib Kalyan Rojgar Abhiyaan (GKRA)’ to empower and provide livelihood opportunities in areas/villages witnessing large number of returnee migrant workers affected by devastating COVID-19;
(b) if so, the details thereof along with the number of beneficiaries, mandays employment generated and the expenditure incurred under the said scheme till date, State-wise;
(c) whether the said scheme has been successful; and
(d) if so, the details thereof along with the steps being taken to ensure effective and timely implementation of the said scheme?

(a) to (d) The Garib Kalyan Rojgar Abhiyaan (GKRA) was launched on 20th June 2020 for a period of 125 days with resource envelop of Rs.50,000 Crore to boost employment and livelihood opportunities for migrant workers returning to villages and similarly affected citizens in rural area. The Abhiyaan adopted a multipronged strategy of providing immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works in 116 selected districts across 6 States namely Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. The Abhiyaan achieved employment generation of 50.78 Crore Persondays with a total expenditure incurred of Rs. 39,293 Crore. State-wise detail of employment generated & expenditure incurred is given at Annexure.
A Committee of Secretaries (CoS) under the Chairpersonship of Cabinet Secretary was set up for review of the Abhiyaan. There was a Central Coordinator for the Abhiyaan to coordinate with the participating Departments/Ministries of the Central Government and with the Nodal Officers of the State Governments. A district wise dedicated Central Nodal Officer (CNO) was responsible for monitoring and facilitation of ground level implementation. At State Level, each State under the Abhiyaan had appointed the Additional Chief Secretary/Principal Secretary/Secretary, In-charge of State Rural Development Department as the State Nodal Officer (SNO) for the Abhiyaan, who was responsible for implementation, monitoring and overall outcome of the Abhiyaan within the State. At district Level, a committee of all stakeholders was formed under the Chairpersonship of District Collector/ District Magistrate/Deputy Commissioner of the Abhiyaan District for the implementation and monitoring.
