Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details and salient features of Deen Dayal Upadhyay Grameen Kaushal Yojana (DDU-GKY) to promote rural employment through skill development including the details of the budgetary allocation made during each of the last three years and the current year along with the progress of the scheme, State/UT-wise;
(b) the number of training centres in Jharkhand and the number of people trained, assessed, certified and placed through these centres, district-wise;
(c) whether the Government proposes to lift the cap of 25 per cent on the permissible limit of expenditure under the DDU-GKY, if so, the details thereof and the reasons therefor;
(d) the number of rural youth benefitted through this scheme since its inception, State/UT-wise;
(e) whether all the villages have been covered in this scheme, if so, the details thereof including the reasons therefor, State/UT-wise; and
(f) whether any plan has been devised for the revival of Rural Skill Development Programme by including more rural youth under the scheme to give fillip to Make in India programme?
(SADHVI NIRANJAN JYOTI)
(a) (i) Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a placement linked skill development program for rural poor youth under NRLM. It has its origin in the wage employment linked “Special Projects” for skilling component of the Swarnajayanti Gram Swarojgar Yojana (SGSY), which was subsequently renamed as Aajeevika Skills when SGSY was converted as NRLM. Taking into account the focus on improving quality and employment outcomes in the National Policy on Skill Development, and need to increase the
coverage of Skill Development programme in remote rural areas, the scheme has been announced as DDU-GKY on 25th September 2014. The skilling program for rural youth has now been refocused and re-priotorized to build the capacity of rural poor youth to address the needs of domestic and global skill requirements.
ii. Salient features of DDU-GKY are as follows:
- Market-led, placement-linked training programme for rural youth undertaken in a PPP mode.
- Mandatory assured placement to 70% of the trained candidates.
- Focus on rural youth from poor families in the age group of 15 to 35 years.
- Social inclusion of candidates through mandatory coverage of socially disadvantaged groups, i.e for SC/ST-50%, Minorities- 15%, and Women 33%)
- Minimum Salary of Rs.6000 per month (after a three month training course).
- Post-placement support to candidates.
- Career progression support to training partners.
- In allocation of skills projects, primacy given to Training Partners who can train and support overseas placement and captive placements.
Details of the release made during each of the last three years and the current year along with the progress of the scheme, State/UT-wise is given at Annexure-I (Table A&B).
(b). There are 37 operational Training Centres in Jharkhand, district –wise number of training centres is given at Annexure-II.
(c) DDUGKY is a demand driven programme within the overall allocation of National Rural Livelihood Mission. Since 2015 there is no cap of 25% on the permissible limit of expenditure under DDUGKY.
(d) The number of rural youth benefitted through DDUGKY since its inception, State-wise is given at Annexure-III
(e) DDUGKY programme covers rural poor youth in the age group of 15-35 years with focus on rural youth from poor families belonging to: a) MGNREGA worker household if any person from the household has completed 15 days of work, b) RSBY household, c) Antyodaya Anna Yojana card household, d) BPL PDS card households, e) NRLM-SHG household, f) Participatory process of Identification of poor, g) Households covered under auto inclusion parameters of SECC 2011.

(f) Skill training for the rural youth is being driven through the approved action plans under DDUGKY & RSETI. The target assigned in the Action Plan details are as under:
