Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of Central and State assistance allocated in the budget and sanctioned for the 99 smart cities selected under the Smart Cities Mission (SCM), city-wise;
(b) the details of funds allocated, released and utilised under SCM, State-wise; and
(c) the details of the implementation status of SCM, city-wise?

STATEMENT REFERRED TO IN REPLY OF PARTS (a) to (c) OF THE LOK SABHA STARRED QUESTION NO. 250 (10TH POSITION) FOR ANSWER ON 05.08.2021 REGARDING ASSISTANCE FOR SMART CITIES MISSION.
(a) to (c): Government of India launched the Smart Cities Mission (SCM) on 25 June 2015 for development of 100 cities as Smart Cities. Selection of 100 Smart Cities has been completed through 4 rounds of selection from January, 2016 to June, 2018. As per Smart Cities Mission Statement & Guidelines, Government of India has to provide financial support to the Mission to the extent of Rs. 48,000 crore over five years i.e. on an average Rs.100 crore per city per year. An equal amount on a matching basis is to be contributed by the State/Urban Local Body (ULB). Apart from these, around Rs. 42,028 crore (21%) is expected from convergence with other Missions, Rs. 41,022 crore (21%) from PPP, around Rs. 9,843 crore (4.8%) from loans, Rs 2,644 crore (1.3%) from own resources and remaining from other sources.
The cities under SCM have shown considerable progress since their selection. As on 9 July 2021, these cities have tendered out 6,017 projects worth Rs. 1,80,873 crore; out of which work orders have been issued in 5,375 projects worth Rs. 1,49,251 crore; out of these, 2,781 projects worth Rs. 48,150 crore have been completed. There has been more than 260% growth in projects tendered and more than 380% growth in projects grounded/completed in the last three years.
Government of India has released Rs. 23,925.83 crore as the Central share to the States/Union Territories out of which Rs. 20,410.14 crore (85%) has been utilized by these Smart Cities. The details of funds released to States/Union Territories (UTs) & utilized by these Smart Cities is given in Annexure-I. The Smart City-wise status of projects is given in Annexure-II.
