HOUSES FOR THE HOMELESS
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:-
(a) whether Government has the data of the homeless people in the country;
(b) whether the number of homeless people in the country increased since 1990, the year wise details thereof for the last five years;
(c) the percentage of the homeless people that have benefited from the Pradhan Mantri Awas Yojana-Urban (PMAY-U) and any such other schemes;
(d) how many houses have been constructed by utilising PMAY-U fund alone; and
(e) how many houses have been constructed by, the PMAY-U collaborating with the schemes of State Governments, the details thereof?

(a) Ministry of Housing and Urban Affairs is administering ‘Shelter for Urban Homeless (SUH)’ scheme under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM), through respective States/Union Territories. The guidelines of SUH provide for conducting systematic third party surveys in cities/towns by the urban local bodies to identify the number of urban homeless in order to assess the need for shelters. So far, 2,45,945 urban homeless have been identified in surveys conducted by respective States/ Union Territories (UTs).
(b) to (e) Land and Colonisation are State subjects. Identification of eligible beneficiaries including homeless is done by States/ UTs. The Union Government is augmenting efforts of States/Union Territories (UTs) Governments through Pradhan Mantri Awas Yojana-Urban (PMAY-U) to meet the housing demand through financial assistance to States/UTs. So far, 1,12,95,047 houses have been sanctioned, out of these 50,16,899 houses have been constructed and delivered to the beneficiaries under PMAY-U.
Further, under DAY-NULM, so far, 1,602 shelters for urban homeless are operational in States/ UTs with a total capacity of 87,745 persons.
