Will the Minister of RAILWAYS be pleased to state:
(a) whether it is true that the number of persons recruited through Railway Recruitment Boards (RRBs) have been declining in the recent years and if so, the details thereof during the last three years;
(b) whether the number of contractual appointments are steadily increasing in the Railways in the recent years and if so, the details thereof during the last three years;
(c) whether the Government has taken note that the general public has expressed concern over privatization of Railways which is causing loss of jobs in the direct recruitment of RRBs; and
(d) if so, the details thereof and the response of the Government in this regard?

(a) : No, Sir.
(b) : No, Sir.
(c) & (d): At present, there is no proposal to privatize the Indian Railways.
However, to bridge the gap in Capital Funding and bring in modern technology and efficiencies, it has been planned to use Public Private Partnership (PPP) model to attract investment in Railway sector. Ministry of Railways has been taking several initiatives through various schemes to attract investment in various areas, which include provision of rail connectivity, acquisition of rolling stock, manufacturing of locomotives, setting up of private freight terminals, station redevelopment etc.
