NEW EMPLOYMENT OPPORTUNITIES IN BIHAR

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) the names of the schemes run by the Government for the generation of new employment opportunities in the State of Bihar during the last three years;
(b) the scheme-wise number of employment opportunities generated so far; and
(c) the year-wise details of unemployment in Bihar during the last three years?

Aatmanirbhar Bharat Rojgar Yojana (ABRY) has been launched w.e.f. 1st October, 2020 to incentivize employers for creation of new employment along with social security benefits and restoration of employment. This scheme being implemented through EPFO seeks to reduce the financial burden of the employers and encourages them to hire more workers. The terminal date for registration of beneficiaries has been extended from 30.06.2021 to 31.03.2022. As on 1st August, 2021, benefit has been provided to 11,344 employees through 645 establishments in Bihar.
Earlier Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) was launched with effect from 1.4.2016 to incentivise employers for creation of new employment. The beneficiaries registered upto 31st March, 2019 will continue to receive the benefit for 3 years from the date of registration under the scheme i.e. upto 31st March, 2022. 1,27,977 employees have been provided benefit through 996 establishments under the scheme since inception in Bihar.
Pradhan Mantri Mudra Yojana (PMMY) is being implemented by the Government inter alia, for facilitating self-employment. Under PMMY collateral free loans upto Rs. 10 lakh, are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities.
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable the youth to take up industry-relevant skill training that will help them in securing a better livelihood and to meet their employment as well as self employment requirement.
Prime Minister Street Vendor’s Atma Nirbhar Nidhi (PM SVANidhi) Scheme was launched on June 01, 2020 to provide working capital loan to Street Vendors, vending in urban areas, to resume their businesses, which were hurt adversely due to COVID-19 induced lockdown.
Besides these initiatives, flagship programmes of the Government such as Make in India, Digital India, Swachh Bharat Mission, Smart City Mission, Atal Mission for Rejuvenation and Urban Transformation, Housing for All, Infrastructure development and Industrial corridors have the potential to generate productive employment opportunities.
As per the results of Periodic Labour Force Survey (PLFS) conducted by National Statistical Office (NSO), Ministry of Statistics and Programme Implementation during 2017-18, 2018-19 and 2019-20, the estimated Unemployment Rate (UR) on usual status for 15 years and above in Bihar is 7.0%, 9.8% and 5.1% respectively.
