EMPLOYMENT SCHEME

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Union Government has approved any employment scheme to provide employment in villages, if so, the details thereof;
(b) the details of villages covered and funds spent under the said scheme, State-wise; and
(c) the steps being taken by the Government to increase village-based industries?

(a) & (b) Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment programme which provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. States/UTs-wise number of Gram Panchayats covered under Mahatma Gandhi NREGS is given at Annexure-I.
States/UTs-wise central fund released and expenditure incurred by the States/UTs under Mahatma Gandhi NREGS in last financial year 2020-21 and current financial year 2021-22 (as on 01.08.2021) is given at Annexure-II.
(c) As per information shared by the Ministry of MSME, the Ministry is implementing Prime Minister’s Employment Generation Programme (PMEGP), which is a major credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth. Khadi & Village Industry Commission (KVIC), Mumbai is the national level nodal agency for implementing PMEGP. Under PMEGP, General Category beneficiaries can avail of margin money subsidy of 25 % of the project cost in rural areas and 15% in urban areas. For special categories such as SC/ST/OBC/minorities/ women/ ex-serviceman/ physically handicapped/NER/Hill and Border areas etc. the margin money subsidy is 35% in rural areas and 25% in urban areas. Maximum project cost for manufacturing unit is Rs.25 lakh and for service sector it is Rs.10 lakh.
Under the Scheme, since inception and upto June, 2021, about 6.86 lakh micro units have been assisted with margin money subsidy of Rs.16,200 cr. providing employment to estimated 56.5 lakh youths. About 80% of the units are setup in rural areas.
