EMPLOYMENT UNDER MGNREGS

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether the beneficiaries under the Mahatma Gandhi National Rural Employment Guarantee Scheme(MGNREGS) in rural areas are not getting employment as per the entitled amount, if so, the details thereof and the steps being taken by the Government in this regard;

(b) the number of beneficiaries in Jharkhand, Odisha, Rajasthan, Maharashtra and Uttar Pradesh who have got employed in the month of June during each of the years from 2018 to 2021 under MGNREGS;

(c) whether the number of beneficiaries employed in 2021 in these States are less as compared to the previous years;

(d) the percentage of rural population in these States currently unemployed;

(e) whether COVID-19 has affected the employment opportunities under MGNREGS and if so, the details thereof along with the steps taken to address this issue; and

(f) the details of employment given under the scheme to the migrant workers who have returned to their homes in rural areas due to COVID-19?

 Statement in reply to Parts (a) to (f) of Lok Sabha Starred Question No. 219 for 03.08.2021

(a) The Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven scheme for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work.

The State-wise details of number of households demanded employment and number of households offered employment under Mahatma Gandhi NREGS in last three financial years 2018-19, 2019-20 and 2020-21 and current financial year 2021-22 is given at Annexure I.

(b) The number of households in the States of Jharkhand, Odisha, Rajasthan, Maharashtra and Uttar Pradesh, who have been provided employment in the month of June during each of the financial years from 2018-19, 2019-20, 2020-21 and 2021-22 under Mahatma Gandhi NREGS is given below:

(c) The number of households in the States of Jharkhand, Odisha, Rajasthan, Maharashtra and Uttar Pradesh, who have been provided employment in the months of April, May and June during each of the financial years from 2018-19, 2019-20, 2020-21 and 2021-22 under Mahatma Gandhi NREGS is given at Annexure II.
(d) As per information shared by National Sample Survey (NSS), National Statistics Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), the Annual Report on Periodic Labour Force Survey (PLFS) (July 2019 – June 2020), was published by the Ministry. As per PLFS report, the estimate of Unemployment Rate (UR) in usual status (primary status + secondary status) in rural areas of Jharkhand, Orissa, Rajasthan, Maharashtra and Uttar Pradesh are given below:

(a) &(f) Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage employment programme. It provides livelihood security i.e., fall back option for livelihood for the rural households. During the financial year 2020-21, a total of
1.89 crore new job card have been issued.
During the financial year 2020-21, a total of 389 crore persondays have been generated which is 47 % more than the previous period of financial year 2019-20. During the financial year 2020-21, a total of 7.55 crore households have been provided employment which 38% more the previous financial year.
 
Garib Kalyan Rojgar Abhiyaan (GKRA): In order to boost employment opportunity in the wake of COVID lockdown, Government of India had launched a campaign known as Garib Kalyan Rojgar Abhiyaan (GKRA) of 125 days on 20th June, 2020 to boost employment and livelihood opportunities for returnee migrant workers and similarly affected citizens in rural areas, in the wake of COVID-19 pandemic. The objectives of the Abhiyaan were to provide immediate employment & livelihood opportunities to the distressed, to saturate the villages with public infrastructure and creation of livelihood assets to boost the income generation activities and enhance long term livelihood opportunities by giving focus on 25 works (including works under Mahatma Gandhi NREGS) in 116 selected districts across 6 States of Bihar, Jharkhand, Madhya Pradesh, Odisha, Rajasthan and Uttar Pradesh. A total of 12 Ministries/Departments of Government of India has participated in the Abhiyaan. A total of 50.78 crore person-days employment has been generated during the Abhiyaan with a total expenditure of Rs. 39,293 crore.
