DISPOSAL OF SOLID WASTES UNDER SBM-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether Government has set the target of 100 percent scientific processing and disposal of solid waste under Swachh Bharat Mission-Urban (SBM-U);

(b) if so, the details thereof and action taken by Government in this regard;

(c) whether any road map is being prepared and if so, the details thereof;

(d) the steps proposed to be taken to dispose of several tonnes of municipal waste garbage that Indian cities and towns generate which otherwise goes to landfill sites or dumping yards untreated; and

(e) the assistance and technical know-how to be provided to State Governments to address the issue?

(a) to (d) One of the objectives of Swachh Bharat Mission-Urban (SBM-U) is to get 100% scientific management of Municipal Solid Waste (MSW). Under SBM-U, Government provides Central Assistance (CA) up to 35% of the Project Cost as Viability Gap Funding (VGF) to the States/ Union Territory Administrations for creation of solid waste processing facilities in Urban Local Bodies (ULBs). Till date, scientific processing of MSW has increased to 68% from 18% in 2014. To enhance the solid waste processing capacity to 100% and to prevent untreated waste going to landfill sites, Hon’ble Finance Minister in her Budget Speech has announced implementation of Swachh Bharat Mission 2.0, with a total financial outlay of ₹1,41,678/- crore, over a period of five years 2021-2026, addressing inter-alia, processing of municipal solid waste, management of construction and demolition waste and bio-remediation of all legacy dumpsites.

(e)  Apart from the Central assistance released to the States/Union Territory Administrations as mentioned above, Ministry has issued several advisories covering all components of Municipal Solid Waste Management right from collection and transportation to landfill reclamation.
