ALLOTMENT OF HOUSES UNDER PMAY-U BY APTIDCO

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the status of completion of houses sanctioned under Pradhan Mantri Awas Yojana-Urban (PMAY-U);
(b) whether the Ministry is aware that nearly three lakh houses constructed by APTIDCO in Andhra Pradesh under PMAY-U years ago, have not been handed over to beneficiaries;
(c) the details of completed houses, their allotment, possession and occupation thereof;
(d) the reasons for non-occupation of these houses;
(e) the details of constructed houses in terms of area, cost for each house, cost per square foot etc.; and
(f) the reasons for cost per square foot being high for housing for poor, forcing beneficiaries to take loans repayable over 20 years?

STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION NO. 168 FOR ANSWER ON 04.08.2021 REGARDING “ALLOTMENT OF HOUSES UNDER PMAY-U BY APTIDCO”
(a) Under Pradhan Mantri Awas Yojana-Urban (PMAY-U),total 112.95 lakh houses have been sanctioned in the urban areas of the country. Over84.67 lakh houses have been grounded for construction; of which nearly 50.17 lakh houses have been completed so far.
(b) & (c) Yes sir; as informed by the State Government of Andhra Pradesh, 3,13,832 houses were grounded out of 4,54,706 housing units tendered by Andhra Pradesh Township And Infrastructure Development Corporation (APTIDCO) under the Affordable Housing in Partnership (AHP) component of PMAY-U. Subsequently, 45,830 housing units were cancelled from the grounded houses as per the site requirements and as such, presently 2,68,002 houses are being constructed by APTIDCO under AHP projects. Of these, 2,01,218 houses are completed/nearing completion and the remaining are at different stages of construction. All the 2,68,002 houses have been allotted to the beneficiaries as per PMAY-U guidelines and sale agreements have also been done. So far, 5,574 houses have been handed over to the identified beneficiaries and these are occupied.
(d) The State Government of Andhra Pradesh has informed that collection of beneficiary contribution through upfront deposit as well as sanctioning of individual bank loans to the beneficiaries are in process. Moreover, external infrastructure work i.e. power supply, roads, drains, sewer lines, water supply and access roads, etc. in the locations of these houses are in progress. Soon after receipt of the beneficiary contribution through upfront payment and individual bank loans, the houses will be handed over to the beneficiaries in phased manner duly finishing the balance housing units and infrastructure works in all respects.
(e)& (f) As per the scheme guidelines of PMAY-U, State/Union Territory (UT) are required to decide unit sale price of the houses through open transparent process factoring in incentives provided by Centre and States/UTs/Urban Local Bodies (ULBs) with an objective to make them affordable and accessible to the intended beneficiaries. As per the information available with the Ministry, average unit cost of the houses sanctioned under AHP components of PMAY-U in the country is ₹ 9.03 lakh (@₹2542.00 persq.ft. )for an average built up area of 33 sq. meter (i.e. 355.212 sq.ft.).Compared to this, the average cost per sq.ft. built up area of the AHP houses in
Andhra Pradesh is not higher as per the information submitted by the State Government of Andhra Pradesh in terms of area, cost per houses and cost per sq. ft. as under:
