Subject:- Introduction of a new proforma (ANF) for filing applications for revalidation of SCOMET export authorisation.

F. No. 01/91/180/18/AM17/EC(S)–Computer No. 2862.—In exercise of the powers conferred under Paragraph 1.03 of the Foreign Trade Policy(FTP) 2015-20, the Director General of Foreign Trade (DGFT) hereby notifies a new ANF proforma, namely ANF 2O(d), as Annexed for filing application for revalidation of SCOMET export authorisation, under para 2.74 of the Handbook of Procedures (HBP) of the Foreign Trade Policy (FTP) 2015-20, with immediate effect.

Effect of this Public Notice:

The new ANF proforma, namely  ANF 2O(d) will facilitate the trade and industry to file application for revalidation of SCOMET export authorisation.

5. Specific reasons for seeking Revalidation of SCOMET authorisation (Explain reasons for unfulfilled export obligation) (Necessary documents should be attached and declaration, if any on the letterhead of the company duly ink signed and stamped by authorised signatory)
Note: Requests seeking revalidation of SCOMET authorisation may be filed 30 days prior to the expiry of authorisation. The period of renewal of authorisation shall be counted from the date of actual expiry of authorisation leading to less validity time in delayed submitted applications. In any case, the total validity time will not exceed to 12 months.

The particulars and the statements made in this application are true and correct to the best of my/our knowledge and belief and nothing has been concealed or held there from and if found incorrect or false will render me/us liable for any penal action or other consequences as may be prescribed in law or otherwise warranted.
2. We would abide by the provisions of the Foreign Trade (Development and Regulation) Act, 1992, the Rules and Orders framed there under, the Foreign trade Policy, the Handbook Procedure and the ITC(HS) Classification of Export & Import Items, as amended from time to time.
3. None of the Proprietor/ Partner(s) / Director(s) / Karta / Trustee of the firm / company, as the case may be, is / are a Proprietor / Partner(s) / Director(s) / Karta / Trustee in any other firm / Company which has come to the adverse notice of DGFT or is in the caution list of RBI.
4. We have not been penalized under any of the following Acts (as amended from time to time): (i) The Customs Act, 1962, (ii) The Central Excise Act 1944, (iii) Foreign Trade (Development & Regulation) Act 1992, and (iv) The Foreign Exchange Management Act,1999; (v) The Conservation of Foreign Exchange, Prevention of Smuggling Activities Act, 1974 B.

GUIDELINES FOR APPLICANTS

[Please see paragraph 2.80 of HBP]

1. Application shall be filed through email at [email protected] cc at [email protected]

2. However, subsequent to introduction of new online module for filing of electronic, paperless applications w.e.f. 05.08.2021, the licensee would require to apply online by navigating to the DGFT website (https://www.dgft.gov.in) -> Services -> Export Management Systems ->SCOMET.

3. The following documents are required to be attached alongwith application:
  • a. Duly filled in and signed copy of ANF- 2O(d);
  • b. Copy of Export Authorisation (duly attested by the authorized signatory of the firm in ink with office seal); and
  • c. Bank  Receipt  /  EFT  /  Credit  Card  /  online  payment  details  evidencing  payment  of application fee @Rs. 500/- in terms of Appendix 2K
