Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the parameters specified for the successful implementation of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme;
(b) the number of States and cities which have adopted the said scheme, so far;
(c) the quantum of funds allocated/spent by the Government thereunder so far;
(d) whether there is any prescribed time line for the implementation of the said scheme and if so, the details thereof;
(e) the names of the cities in which water, sewage connection and other schemes are being run under AMRUT Scheme; and
(f) whether the targets fixed for various cities under this scheme have been achieved and if so, the details thereof?

(a) The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 in 500 cities across the country. The Mission focuses on development of basic infrastructure in the selected cities/towns in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non-motorized urban transport.
A sound institutional structure is the foundation to make Missions successful. Therefore, Capacity Building and a set of Reforms in Urban Local Bodies have been included in the Mission. Reforms will lead to improvement in service delivery, mobilization of resources and making municipal functioning more transparent and functionaries more accountable, while Capacity Building will empower municipal functionaries and lead to timely completion of projects.
The expected outcomes of the Mission are:
- (i) Universal coverage for access to potable water for every household (HH) in Mission cities;
- (ii) Substantial improvement in coverage and treatment capacities of sewerage;
- (iii) Increase the amenity value of cities by developing greenery and well maintained opens paces (e.g. parks);
(b) AMRUT scheme is being implemented in 500 selected cities/towns covering all States and Union Territories.
(c) AMRUT is a Centrally Sponsored Scheme with total Central Outlay of Rs. 50,000 crore. The total approved State plan size under AMRUT is Rs. 77,640 crore which include Committed Central Assistance of Rs. 35,989.70 crore. So far, a total of ₹31,899 crore of Central Assistance have been released under the Scheme.
(d) Initially, AMRUT Mission was launched for 5 years with Mission period ending on 31 March 2020. However, in order to complete the grounded projects Mission has been continued till the proposal of Jal Jeevan Mission (Urban) is approved.
(e) A list of cities/ townsselected under AMRUT is given at ANNEXURE – I.
(f) As on 15 July 2021 progress made under AMRUT are as under:
(i) Projects amounting to ₹79,590.65crore have been grounded.
(ii) Works worth Rs. 53,144.05 crore have been carried out including completed projects worth Rs. 19,435.51 crore.
(iii) 107 lakh water tap and 79 lakh sewer household connections have provided under AMRUT and in convergence with other scheme.
(iv) Sewer Treatment Plants (STPs) of capacity 1,634 MLD (Million Litre per Day) have been developed against the target of 6,000 MLD.
(v) 1,846 Water logging points have been eliminated against target of 2,804 points.
(vi) 3,795 acre of green permeable spaces /parks have been developed.
(vii) 89 lakh street lights have been replaced with energy efficient LED lights, saving 193 kilo watt per hour power and reducing carbon emission by 15.4 lakh tonnes per annum.
(viii) Online Building Permission System (OBPS) has been adopted in 2,465 towns including 452 AMRUT towns.
