NOTIFICATION

New Delhi, the 27th May, 2021

G.S.R. 347(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Department of Revenue (Customs Appraiser) Recruitment Rules, 1988, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Appraiser in the Commissione rates of Customs under the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, Government of India, namely:-

Department of Revenue Appraiser Recruitment

1. Short title and commencement. – 

(1) These rules may be called the Department of Revenue Appraiser Recruitment Rules, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.– The number of the said post, its classification and the level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.– No person – ,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, Other backward classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1.
Metallurgical Expert:

(i) Degree in Metallurgy of a recognised University;

Age: No.

Educational qualification: No.

Two years for direct recruits.

Note:
The crucial date for determining the age limit shall be as
advertised by UPSC.

(ii) Two Years’ Experience as a

Metallurgist.


2. Jewellery Expert:

(i) Master Degree in Geology of a recognised University;

(ii) Two years’ experience of evaluation of precious
stones, jewellery (old and new and precious metals).

Desirable:

Diploma in Gemology.


3. Chemical and Drugs Expert:

(i) Master’s degree in Organic Chemistry, Pharmacy or
Pharmaceutical Chemistry of a recognised University;

(ii) Two Years’ experience in Chemical and Drugs.


4. Machinery Expert:

(i) Degree in Mechanical or Electrical Engineering of a
recognised University;

(ii) Two years’ experience as a Mechanical

or an Electrical Engineer.


5. Textile Expert:

(i) Degree in Textile Technology of a recognised
University;

(ii) Two Years’ experience as a Textile

Technologist.


6. Petroleum Technologist:

(i) Master’s Degree in Organic Chemistry or Degree in
Petroleum Technology of a recognised University.

(ii) Two Years’ experience in the production or testing of
petroleum products.


7. Electronics Expert:

(i) Degree in Electronics Engineering of a recognised
University;

(ii) Two Year experience as an Electronic Engineer.


8. Leather Technology Expert:

(i) Degree in Leather Technology of a recognised
University;

(ii) Two Years’ experience as a Leather Technologist.


9. Plastic Tech:

Bachelor of Science (Technology) or Bachelor of Technology
of a recognised University with subject as Polymer or
Plastics Technology.

10.
Paper

Tech:

(i) Bachelor of Science (Technology) or Bachelor of
Technology of a recognised University with special

subject as Paper Technology;

(ii) Two Year’s experience in Paper

Factory.

11.
Information

Technology and Computing:

(i) Master in Computer Applications or Bachelor in
Information Technology or Bachelor of Technology with
Information Technology as a special subject of a recognised
University.

(ii) Two years post qualification experience in computer
application or Information Technology..

Note 1:
Qualifications are relaxable at the discretion of the Union
Public Service Commission in case of candidates otherwise
well qualified.

Note 2:
The qualifications regarding experience is at the
discretion of the Union Public Service Commission in the
case of candidates belonging to the Scheduled castes and
Scheduled Tribes if, at any stage of selection; the Union
Public Service Commission is of the opinion that sufficient
number of candidates from these communities possessing the
requisites experience are not likely to be available to
fill up the vacancies reserved for them.

Inspector (Examiner) under the Central
Board of Indirect Taxes and Customs in the Level-7
(Rs.44900- 142400) in pay matrix with two years regular
service in the grade and having successfully completed two
to four weeks training in the respective field as

prescribed by the Department.

Consultation with Union Public Service Commission is
necessary while making direct recruitment.

qualifying or eligibility service are being considered for
promotion, their senior would also be considered, provided,
they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or
eligibility service, or two years, whichever is less, and
have successfully completed their probation period for
promotion to the next higher grade along with their juniors
who have already completed such qualifying or eligibility
service.
