Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the  schemes  and  programmes  implemented  by the  Ministry for  the  rural  sector,  in particular;

(b) whether convergence between the Ministries have been envisaged as designed in District Development Coordination and Monitoring Committee (DISHA) so that resources are used optimally;

(c) the outcome measured against the objectives set; and

(d) the details of the outcome achieved so far?

(a) The Ministry of Rural Development (MoRD) is implementing Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS), Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhayay – Gramin Kaushalya Yojana (DDU-GKY), Rural Self Employment Training Institutes (RSETI), Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY), National Social Assistance Programme (NSAP), Shyama Prasad Mukherji Rurban Mission (SPMRM) and Saansad Adarsh Gram Yojana(SAGY) for development of rural sector.

(b) to (d) District Development Coordination and Monitoring Committee (DISHA) is an effort to improve development co-ordination and monitoring within the Constitutional framework of responsibilities assigned to Central, State and Local Governments. These Committees are envisaged with the objective of ensuring quality of expenditure, particularly in the context of optimization of public funds spent under different programmes of Central Government. DISHA Committees meet regularly both at State level, with Chief Minister of the state concerned as Chairperson, and at district level, with Hon’ble Member of Parliament (Lok Sabha) elected from the district concerned as the Chairperson. During 2020-21, a total of 648 district-level DISHA Committee meetings have been conducted as on 18.03.2021. These committees monitor the implementation of the programmes in accordance with prescribed procedures and guidelines and promote synergy and convergence of different programmes.
