Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether it is a fact that Government has launched central assistance based Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) which is demand-based;
(b) if so, the details of the provisions, targets and prescribed Central assistance and State-wise achievements thereof;
(c) the details of the scheme and demands by the State Government of Jharkhand for the same; and
(d) whether there is a provision to buy the power generated in this scheme, if so, the States which have framed policies and generated resources for the same?

Statement
Statement referred to in reply to parts (a) to (d) of Rajya Sabha Starred Question No. 154 to be answered on 09.03.2021 regarding PM-KUSUM Scheme
(a) to (d): Government has launched PM-KUSUM Scheme on 8.3.2019 comprising of three components with following target capacities to be achieved by 2022:
- Component-A: Setting-up of total 10,000 MW capacity Grid Connected Solar Power Plants each of capacity up to 2 MW on land of farmers.
- Component-B: Installation of 20 lakh Standalone Solar Pumps.
- Component-C: Solarisation of 15 Lakh existing Grid-Connected Agriculture Pumps.
Under Component A, solar power plants of capacity upto 2 MW each can be setup by individual farmers/ cooperatives/panchayats /farmer producer organisations (FPO) on their barren/fallow/marshy/pasture or cultivable lands. The power generated will be purchased by the DISCOMs at tariffs determined by the concern State Electricity Regulatory Commission (SERC). The scheme will open a stable and continuous source of income to the rural land owners. Procurement Based Incentives @ Rs. 0.40 per unit for five years will be provided to DISCOMs with upper limit of total Rs. 33 lakh per MW over five years.
Under Component B, individual farmers will be supported to install standalone solar pumps of capacity up to 7.5 HP.
Under Component C of the scheme, individual farmers will be supported to solarise pumps of capacity up to 7.5 HP. Solar PV capacity up to two times of pump capacity in kW is allowed under the scheme. The farmer will be able to use the solar energy generated to meet the irrigation needs and the excess solar energy will be sold to the DISCOM at a tariff determined by the concern SERC. This will help create an avenue for extra income to the farmers, and also help the DISCOMs to meet their RPO targets.
For pumps under Component-B and Component-C, Central Financial Assistance (CFA) of 30% of the benchmark cost or the tender cost, whichever is lower, will be provided. The State Government will give a subsidy of at least 30%; and the remaining 40% will be provided by the farmer. Banks have been advised to extend loan to the farmers. Higher CFA of 50% will be provided for North Eastern States, Sikkim, Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Lakshadweep and A&N Islands.
States can also opt for Feeder level solarisation under Component-C, where single solar plant can be installed through RESCO/CAPEX mode for feeding power to single or multiple agriculture feeders.
The PM-KUSUM Scheme is demand driven and capacities/ quantities are allocated to States based on the demand received and target capacities for the year. Accordingly, State-wise cumulative capacities sanctioned till 31.1.2021, including for the State of Jharkhand, are placed at Annexure I.

States are at different stages of implementation of the Scheme. While no capacity has been reported installed under Component-A, the state-wise number of standalone solar pumps installed under Component-B and grid-connected pumps solarised under Component-C of the scheme are placed at Annexure-II.
