Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state:

(a) whether Government has been implementing “One Nation One Ration Card” Policy in the country, if so, progress made thereon and estimated date of rollout of this scheme along with details of funds allocated in current financial year and number of beneficiaries enrolled so far, State/UT-wise;

(b) whether crores of eligible disabled persons are still not enrolled under National Food Security Act 2013, even after sending  several reminders to States, if so, details thereof along with action taken to include them under NFSA; and

(c) whether Government has any plan to introduce universal system for enrolment of eligible persons under NFSA?

(a): Yes sir. Under Public Distribution System (PDS) reforms the One Nation One Ration Card (ONORC) plan for nation wide portability of ration cards under National Food Security Act, 2013 (NFSA), is enabled in 32 States/UTs covering about 69 crore NFSA beneficiaries (86% of total NFSA population) in the country to seamlessly lift their NFSA foodgrains from any electronic Point of Sale (ePoS) enabled Fair Price Shop (FPS) of choice with biometric authentication anywhere in these States/UTs. The rollout of ONORC in the remaining 4 States/UT of Assam, Delhi, Chhattisgarh and West Bengal depends upon their technical readiness to implement the same. Further, in the budget provision for 2020-21 for ONORC, a total of Rs. 25 Crore have been allocated by the Government. A State/UT wise statement showing number of NFSA beneficiaries covered by ONORC plan is at Annexure.
(b):  The National Food Security Act, 2013 (NFSA) provides for coverage of up to 75% of rural population and up to 50% of urban population for receiving highly subsidized food grains through Targeted Public Distribution System (TPDS), which as per 2011 Census comes to 81.35 crore persons. The Coverage under the Act is substantially high to ensure that all the vulnerable and needy sections of the society get its benefit. Further, Section- I 0 of the NFSA states that the State/UT Governments shall, within the number of persons determined under Section-9 for the rural and urban areas, identify –

  • the households to be covered under the Antyodaya Anna Yojana to the extent specified under sub-section (1) of section-3, in accordance with the guidelines applicable to the said scheme;
  • the remaining households as Priority  Households to be covered under TPDS, m accordance with such guidelines as the State Government may specify.

Thus, the responsibility for identification of eligible households/ beneficiaries and issuance of their ration cards rests with the States/UTs. In so far as coverage of eligible disabled persons is concerned, directions have been issued to all the States/UTs under Section-38 of the Act to cover eligible disabled persons under NFSA.

(c) There is no such proposal under consideration of the Department.
