IMPLEMENTATION OF PM-KUSUM

Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:
(a) whether it is a fact that Pradhan Mantri Kisan Suraksha evam Utthan Mahabhiyan (KUSUM) yojana has been implemented by Government this year, if so, the details of provisions made therein so far;
(b) the provisions made for installing solar power plants on family owned lands of farmers under the scheme; and
(c) the funds allocated to Chhattisgarh for this scheme during last two years and the current year and the number of farmers targeted to be benefitted from same funds and the number of farmers who have got benefit and those left unbenefited during last two years and current year?

The target capacities under the three components of PM-KUSUM Scheme are as under:
- Component-A: Installation of 10,000 MW of decentralized grid connected solar power plants.
- Component-B: Installation of 20 lakh standalone solar powered agricultural pumps.
- Component-C: Solarisation of 15 Lakh existing grid-connected agricultural pumps.
Under Component A, solar power plants of capacity upto 2 MW each can be setup by individual farmers/ cooperatives/panchayats /farmer producer organisations (FPO) on their barren/fallow/marshy/pasture or cultivable lands. The power generated would be purchased by the DISCOMs at tariffs determined by the concerned State Electricity Regulatory Commission (SERC). The scheme is aimed at opening a stable source of income to rural land owners. Procurement Based Incentives @ Rs. 0.40 per unit for five years would be provided to DISCOMs with an upper limit of total Rs. 33 lakh per MW over five years.
Under Component-B and C, central financial assistance (CFA) of 30% of the cost of the benchmark cost or the cost discovered through tender, whichever is lower, is provided. The State Government also provides subsidy of 30% or higher. For North Eastern states including Sikkim; states of Himachal Pradesh and Uttarakhand; UTs of Jammu & Kashmir and Ladakh; and island UTs of Lakshadweep and A&N Islands, higher CFA of 50% of the benchmark cost or the tender cost, whichever is lower, is provided.
(c) PM-KUSUM is a demand driven scheme and allocations are made based on the demand received from states. During 2019-20, based on the demand received from the Chhattisgarh, 20000 standalone solar pumps were sanctioned to the state. However, the sanction was later cancelled on the request of the state Government. During 2020-21, based on the demand received, following capacities have been allocated to Chhattisgarh:
- Component-A – 30 MW
- Component-B –20000 pumps
These capacities are under various stages of progress.
