Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether Government has any data with regard to the houses constructed under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) in the last five years, if so, the district-wise details for the State of Rajasthan;

(b) how many applications are pending with Government under PMAY-G, the district- wise details for the State of Rajasthan and the action taken by Government for early sanctioning of houses; and

(c) whether Government has any plan to cover those families in the scheme who are eligible for PMAY-G but not listed in 2011 census, if so, the details thereof and if not, the reasons therefor?

Housing for All
(a) Yes Sir. In order to achieve the objective of “Housing for All”, the erstwhile rural housing scheme Indira Awaas Yojana (IAY) has been restructured into Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016. PMAY-G aims to construct 2.95 crore houses by 2022 to achieve its target. The District-wise total number of houses constructed in the State of Rajasthan from Financial Year 2016-17 to 2020-21 (as on 15.03.2021) under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) is given at Annexure.

(b) The selection of beneficiaries under PMAY-G is done on the basis of deprivation/exclusion criteria on the Socio-Economic Caste Census (SECC), 2011 data followed by verification by Gram Sabhas and appellate process thereafter. A Permanent Wait List (PWL) of eligible beneficiaries is thus generated. No further addition is allowed in the PWL of any State. In view of yearly allocation of targets given by this Ministry, the PWL of the State of Rajasthan has already been saturated.

(c) In order to identify those households who though are eligible for assistance under PMAY-G (as per the parameters specified under SECC-2011) but are not included in the list of eligible beneficiaries i.e. PWL, an exercise was conducted by Ministry of Rural Development through the States / UTs using Mobile Application “Awaas+”, thus generating an additional list of 3.57 crore households. The Union Cabinet while approving continuation of PMAY-G had given approval for inclusion of additional eligible households from the final Awaas+ list into the PWL of PMAY-G, with a ceiling of 2.95 Crore.
