KCC UNDER ATMA NIRBHAR BHARAT PACKAGE

Will the Minister of AGRICULTURE AND FARMERS WELFARE कृषि एवं किसान कल्याण मंत्री be pleased to state:
(a) whether the Government plans to provide Kisan Credit Card (KCC) to 2.5 crore farmers under Atma Nirbhar Bharat package;
(b) if so, the details of the number of farmers who have been given these credit cards under Atma Nirbhar Bharat package, State-wise;
(c) the details of the amount of loan availed by farmers who have been given these cards under Atma Nirbhar Bharat package, State-wise;
(d) the size of land-holding of the farmers to whom these cards have been distributed under Atma Nirbhar Bharat package;
(e) the number of agriculture credit agencies available in districts in which more than 50 of these cards have been distributed under Atma Nirbhar Bharat package; and

(f) whether the target of 2.5 crore cards include the 1.5 crore dairy farmers covered under the Ministry of Fisheries, Animal Husbandry and Dairying and if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF LOK SABHA STARRED QUESTION NO. 210 DUE FOR REPLY ON 9TH MARCH, 2021.
(a) to (c): Yes Sir. Under the Atma Nirbhar Bharat (ANB) package, the target is to provide KCC to 2.5 crore new farmers. Around 1.96 crore KCC have been sanctioned to farmers under ANB package. The state-wise details of the same are at Annexure. The details of the amount of loan availed by farmers who have been given these cards under Atma Nirbhar Bharat package, State-wise is not available. However, loans are availed by the farmers as per the KCC limit sanctioned to them based on scale of finance for the crop under cultivation, post harvest/household/consumption requirements, maintenance expenses of farm assets, as also working capital requirement for animal husbandry, dairy and fisheries. Total amount of Rs. 1.87 lakh crore credit limits has been sanctioned which works out to an average sanctioned limit of around 0.95 lakh per farmer.
(d) All farmers irrespective of the size of land, practicing Crop Husbandry (including sharecroppers and tenant farmers) Animal Husbandry, Dairying and Fisheries are eligible for KCC.
(e) All the Scheduled Commercial Banks (SCBs), Cooperative Banks and Regional Rural Banks can issue KCC to the eligible farmers. Farmers can also apply through Common Service Centers (CSCs) for KCC.

(f) The target set under Atma Nirbhar Bharat package includes farmers practicing Crop Husbandry, Animal Husbandry, Dairying& Fisheries.
