Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state

(a) whether the Government purposes to impose a ban on the use of diesel and pertrol cars throughout the country in near future and if so, the details thereof;

(b) the number of such vehicles likely to be removed from the roads in this process along with the criteria fixed in this regard;

(c) the details of approval of the electric vehicles for manufacturing in the country, company and model-wise;

(d) the rate of Goods and Services Tax (GST) on electric vehicles in the country;

(e) whether the Government proposes to reduce the rate of said GST and if so, the details thereof;

(f) whether any subsidy is given on purcahse of electric vehicles etc. and if so, the details thereof; and

(g) the other steps being taken by the Government to promote the use of electric vehicles in the country?

(a) and (b) No. All the vehicles will continue to be registered as long as they meet the requisite safety and emission standards.

(c) As per the information provided by Department of Heavy Industry (DHI), 33 OEMs have registered 98 Electric Vehicle Models (e2W-32, e- 3W-50 and e-4W-16) under FAME India Scheme Phase-II as on 8th February 2021. The details , company-wise and model-wise, are available on the FAME-II website (https://fame2.heavyindustry.gov.in).

(d) and (e) Presently, GST on Electric Vehicles is 5% and proposal for further reduction of GST on Electric Vehicles is not under consideration.

(f) The Department of Heavy Industry, under Faster Adoption and Manufacturing of (Hybrid) and Electric Vehicle in India (FAME-India Scheme) Phase-II, is providing incentive to the purchasers of electric vehicles in the form of an upfront reduction in the purchase price of the Electric Vehicles. Further, the incentive is linked to battery capacity i.e. Rs. 10,000/KWh for e-2W, e-3W and e-4W.

(g) Ministry of Road Transport and Highways has issued the following regulations and advisories to promote the use of electric vehicles in the country :-

  • Retro-fitment of hybrid electric system or electric kit to vehicles.
  • Registration mark for Battery Operated Vehicles to be in Yellow colour on Green background for the transport vehicles and, for all other cases, in White colour on Green background.
  • Specifications for the grant of licence to age group of 16-18 years to drive gearless E scooters/ Bikes upto 4.0 KW.
  • Exemption to the Battery Operated Transport Vehicles and Transport Vehicles running on Ethanol and Methanol fuels from the requirements of permit.
  • Advisory to all States and Union Territories to promote use of electric vehicles.
  • Advisory to all States and UTs regarding sale and registration of Electric Vehicles without batteries.

Further, Department of Heavy Industry is administering Phase-II of Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India (FAME India) Scheme for a period of 3 years w.e.f. 01st April, 2019 with a total budgetary support of Rs. 10,000 crore. This phase focusses on supporting electrification of public & shared transportation and aims to support, through subsidies, approx. 7000 e-Buses, 5 lakh e-3 Wheelers, 55000 e-4 Wheeler Passenger Cars and 10 lakh e-2 Wheelers. In addition, creation of charging infrastructure is also supported to address range anxiety among users of electric vehicles.
