Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state:

(a) the sanctioned and in-position staff position in CSO, NSSO and other organisations of the Ministry, the division-wise details thereof;

Staff Position

(b) the details of various surveys being undertaken by NSSO on a continuous or periodic basis;

(c) whether there is a shortage of manpower in NSSO for undertaking field operations for various surveys;

(d) if so, the details thereof;

(e) the manner in which shortage of field manpower is met;

(f) whether NSSO is engaging professional agencies for undertaking fieldwork of its surveys; and

(g) if not, whether a proposal is under consideration?

(b) The details of various surveys being undertaken by NSSO on a continuous or periodic basis is Annexed.

(c) to (g) The total sanctioned strength of manpower for undertaking field operations for various surveys is 4343 and the shortage of manpower of various surveys is met by hiring contractual staff i.e. Field Investigators (FIs), Field Officers (FOs) and Consultants.

The details of various surveys undertaken by NSSO on a continuous basis or periodic basis are given below:

Annual Survey of Unincorporated Sector Enterprises

(ASUSE)

Continuous

ASUSE will provide information on unincorporated sector
enterprises of the country to meet the requirements of the
stakeholders. The first experimental round for 6 months was
launched in October, 2019 and completed in March 2020. The
second round is scheduled to be commenced from April, 2021.

Time Use Survey (TUS)

Periodic

TUS is conceptualised to assess the time use pattern of
individuals to meet the requirement of different
stakeholders. The first time use survey report for the
period January – December, 2019 has been released. The next
survey is going to be undertaken during 2022.

3.

Periodic Labour Force Survey (PLFS)

Continuous

PLFS is conceptualised to produce periodic data on key
labour force indicators to meet the requirements of
different stakeholders. All Quarterly bulletins for the
urban sector till the quarter January-March, 2020 have been
released. Two annual reports have been released as on date,
the latest being the report for the period July, 2018 –
June, 2019.

Multiple Indicators Survey (MIS) of NSS 78th
round

Periodic

The Multiple Indicators Survey (MIS) is being conducted for
the first time in NSS during January, 2020 – March, 2021.
The objective of Multiple Indicator Survey is to collect
information for developing some important indicators of
Sustainable Development Goals 2030.

Investment Survey

The main objective of All India Debt and

Investment Survey (AIDIS) was to obtain

the rural/urban economy. The last survey was undertaken by
NSO during NSS 77th round during January –
December, 2019.

Land and Livestock Holdings (LHS) of Households and
Situation Assessment survey of Agricultural Households
(SAS)

Periodic

The main objective of the survey on Land and Livestock
Holdings of Households and Situation Assessment of
Agricultural Households is to estimate indicators of
ownership and operational holdings of all rural households
as well as to generate estimates related to the situation
of agricultural households like economic well- being as
measured by their consumption expenditure, income,
productive assets and indebtedness, farming practices,
awareness and access to various technological developments
and welfare scheme in the field of agriculture. The last
such survey was undertaken by NSO during January –
December, 2019.

Survey on Household Social Consumption related to
Health

Periodic

The main objective of this health survey was to gather
basic quantitative information on the health sector viz.
morbidity, profile of ailments including their treatment,
role of government and private facilities in providing
healthcare, expenditure on medicines, expenditure on
medical consultation and investigation, hospitalisation and
expenditure thereon, maternity and childbirth, the
condition of the aged, etc. The last such survey was
undertaken by NSO during July, 2017 – June, 2018.

Survey on Household Social Consumption related to
Education

Periodic

The main objective of survey on “Education” in this round
was to collect information on (a) participation of persons
aged 5-29 years in the education system, (b)

private expenditure incurred on education,

(c) examining the extent of educational wastage and their
causes, and (d) IT literacy of persons aged 14 years and
above. The last such survey was undertaken by NSO during
NSS 75th round during July, 2017 – June, 2018.

Survey on Drinking Water, Sanitation, Hygiene and
Housing Condition.

Periodic

The main objective of the survey is to collect information
on facilities of drinking water, sanitation along with
housing facilities available to the households and the
micro environment surrounding the houses which are
important determinants of overall quality of living
condition of the people. So far, NSS conducts many Surveys
on Drinking Water, Sanitation, Hygiene and Housing
Condition. The last such survey was undertaken by NSO
during July – December, 2018.

Consumer Expenditure Survey (CES)

Periodic

The NSS consumer expenditure survey aims at generating
estimates of average household monthly per capita consumer
expenditure (MPCE), the distribution of households and
persons over the MPCE range and the break-up of average
MPCE by commodity group, separately for the rural and urban
sectors of the country for States and Union Territories. So
far, NSO conducts many Consumer Expenditure Surveys. The
latest available report of CES corresponds to NSS 68 th round (July, 2011 – June, 2012).

Urban Frame Survey (UFS)

Periodic

The Urban Frame Survey (UFS) is a regular survey conducted
in phases of 5 years. The objective of the survey is
formation and updation of UFS blocks for providing frame
for selection of first stage sampling units in urban sector
to conduct various Socio- Economic surveys undertaken by
Ministry of Statistics and Programme

Annual Survey of Industries (ASI)

Continuous

Annual Survey of Industries (ASI) is the principal source
of industrial statistics of registered manufacturing sector
in India. It provides statistical information to assess and
evaluate the changes in the growth, composition and
structure of organized manufacturing sector comprising
activities related to manufacturing processes, repair
services, gas and water supply and cold storage. The survey
is being conducted annually under the statutory provisions
of the Collection of Statistics (COS) Act, 2008 (as amended
in 2017) and the rules framed there-under in 2011. The data
collected through ASI relates to capital, employment and
emoluments, consumption of fuel and lubricants, raw
materials and other input, ex-factory value of output and
other output, value added, labour turnover and other
characteristics of factories/industrial establishments.

Price Statistics

Continuous

Collection and transmission of monthly retail prices CPI
(U/R/AL) and WPI are

being done regularly by the NSO (FOD).

14.

Agricultural Statistics

Continuous

AS Wing, FOD Hqrs. processes the data on FOD supervision of
work done by the primary workers of respective State
Government under ICS and GCES schemes during the
Agricultural Year (July-June) as

a data quality audit mechanism.

15.

7th Economic Census (EC)

Periodic

Conducting periodic Economic Census has been the means of
measuring the diversity of non-farm economic activities in
all its

major dimensions.
