SHORTAGE OF HOUSING

Will the Minister of HOUSING AND URBANAFFAIRS be pleased to state:
(a) whether the Government has undertaken any study in the recent past to find out the shortage of housing especially for lower and medium income categories keeping in view the present demand and availability of houses in the country;
(b) if so, the details thereof, State/UT-wise;
(c) whether the Government has formulated any plan in this regard; and
(d) if so, the details thereof?

(a)&(b) ‘Land’ and ‘colonization’ being State subjects, the primary responsibility of undertaking surveys and assessment about the need for urban dwellings for different segments of the society lies with the State Governments. However, Ministry of Housing and Urban Affairs (erstwhile Ministry of Housing and Urban Poverty Alleviation) constituted a Technical Group (TG-12) on estimation of Urban Housing shortage of the country for the Twelfth Five Year Plan (2012-17). As per the Report of this Committee, the total housing shortage at the beginning of the 12th Plan period i.e. in 2012, was 18.78 million.
After launch of Pradhan Mantri Awas Yojana-Urban (PMAY-U)on 25.06.2015, States/Union Territories (UTs) have been requested to undertake demand survey for assessing demand of housing in urban areas. The assessed demand reported by States/UTs so far is around 112 lakh.
State-wise Urban Housing shortage estimated by Technical Group on estimation of Urban Housing and Distribution of Housing Shortage and demand assessed by States/UTs under PMAY-U are at Annexure-I.
(c)&(d) Ministry of Housing and Urban Affairs (MoHUA) has been implementing PMAY-U for addressing the housing requirement of eligible beneficiaries of EWS/ Low Income Group (LIG), as per scheme guidelines, in urban areas. Scope of Credit Linked Subsidy Scheme (CLSS) under PMAY-Uwas extended to include Middle Income Group (MIG)with effect from 01.01.2017.Under the scheme, about 110 lakh houses have been sanctioned so far as per details at Annexure – II.
