Will the Minister of NEW AND RENEWABLE ENERGY be pleased to state:

(a) the name of schemes run by the Union Government to promote solar energy in Jammu & Kashmir at present;

(b the details of the funds provided during the last two years under these schemes;

(c) whether the Union Government has made a provision of any kind of subsidy for consumption of solar energy; and

(a) There is no scheme for promotion of solar energy exclusively in J&K. However, Government has undertaken various schemes for promotion of solar energy in the country including in Jammu & Kashmir. These, inter-alia, include the following:

  • Solar Park Scheme for setting up of Solar Parks of 40,000 MW capacity;
  • Scheme for setting up of Grid-Connected Solar PV Power Projects of 12000 MW by the Central Public Sector Undertakings (CPSUs) and the Government of India organisations with Viability Gap Funding (VGF);
  • Installation of Grid Connected Solar Rooftop Power Plants;

Scheme for Off-Grid Solar PV Systems;

Pradhan Mantri – Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) Scheme to support farmers to set up small solar power projects and solar pumps for irrigation purpose.

(b) The details of expenditure made during last two years in Jammu & Kashmir, under these schemes are as under:

ANNEXURE REFERRED TO IN REPLY TO LOK SABHA UNSTARRED QUESTION NO. 678 FOR 04.02.2021
SUBSIDIES AND INCENTIVES BEING PROVIDED AS CENTRAL FINANCIAL ASSISTANCE (CFA) FOR INSTALLATION OF VARIOUS SOLAR AND WIND PROGRAMMES.

A. GRID-INTERACTIVE RENEWABLE POWER PROGRAMMES:

a) Grid Connected Rooftop Solar PV Power Projects in
residential, institutional and social sector

  • Central Financial Assistance (CFA)

@ 40% for capacity up to 3 kWp

  • CFA @ 20% for capacity beyond 3 kWp and up to 10 kWp

· CFA @ 20% for GHS/RWA capacity up to 500 kWp (limited to
10 kWp per house and total upto 500 kWp)

b) Grid connected Solar PV Power Projects by the Government
Producers with Viability Gap Funding (VGF) support for
self-use/use by Government/Government entities either
directly or through DISCOMs.

VGF of upto Rs. 70 lakhs/ MW is provided (actual VGF is
decided through bidding for VGF required)

c) Solar Park Scheme

(i) Upto Rs. 25 lakh per Solar park for preparation of
Detailed Project Report (DPRs).

(ii) CFA of Rs. 20 Lakh per MW or 30% of the project cost
including Grid- connectivity cost, whichever is lower is
provided .

d) Pradhan Mantri- Kisan Urja Suraksha evam Utthaan
Mahabhiyan (PM- KUSUM)

Component

A:

Procurement Based Incentive (PBI) to the DISCOMs @ 40
paise/kWh or Rs.6.60 lakhs/MW/year,
