Promotion of Khadi and Village Commission

Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:

(a) whether Government proposes to promote and export products manufactured in villages through Khadi and Village Industries Commission (KVIC);

(b) if so, the details thereof;

(c) the steps taken by Government to generate employment for persons during the last three years through the KVIC;

(d) the details of schemes initiated for this purpose; and

(e) the names of States which are likely to benefit from the said proposal including Maharashtra?

(a) to (d): Initiatives taken by the Government to promote and export products manufactured in villages through Khadi and Village Industries Commission (KVIC) are as under:

  • ‘Khadi Mark’ has been notified by GoI to ensure genuineness of Khadi.
  • EPC status (deemed) granted to KVIC by GoI (M/o Commerce) in December, 2006.
  • Harmonized System (HS) code issued by GoI to categorize 11 Khadi products in export and separate tariff lines created.
  • Definition of ‘Khadi’ has also been included in the supplementary notes of the Customs tariff, w.e.f. 1.11.2019 on tentative basis.
  • KVIC arranged ‘Global Branding Program’ in association with CII MSME Members to promote Khadi India on Global Platform.
  • Tie up arrangement with premier institutions like Federation of Indian Export Organization (FIEO), World Trade Centre (WTC), Indian Trade Promotion Organization (ITPO), Trade Promotion Council of India etc., for revitalizing business opportunities in the overseas market by conducting exhibitions and workshops for Khadi Institutions.
Khadi and Village Commission
Ministry of Micro, Small & Medium Enterprises (MSME) is implementing the following schemes through Khadi and Village Industries Commission (KVIC) to generate employment for persons:

Prime Minister’s Employment Generation Programme (PMEGP) is a credit linked subsidy scheme, for setting up of new micro-enterprises and to generate employment opportunities in rural as well as urban areas of the country through KVIC, State Khadi & Village Industries Boards (KVIBs) and District Industries Centres (DICs). General category beneficiaries can avail of margin money subsidy of 25% of the project cost in rural areas and 15% in urban areas. For beneficiaries belonging to special categories such as SC/ST/Women/ PH/ Minorities/ Ex-Servicemen/NER, the margin money subsidy is 35% in rural areas and 25% in urban areas. The maximum cost of projects is Rs.25 lakh in the manufacturing sector and Rs.10 lakh in the service sector. During the period from 2014-15 to 2020-21 (as on 31.01.2021), 374931 micro units (80% in rural areas) have been assisted with margin money of Rs.10036.47 crore. Details of state-wise number of units established and employment opportunities created under PMEGP during the last three years and current year are annexed.

Khadi Gramodyog Vikas Yojana (KGVY) scheme is meant for promotion and development of Khadi and Village Industries in the rural as well as urban areas of the country. This scheme aims to create regular and sustainable employment for Khadi and Village Industries artisans. The guidelines of the scheme were issued in November 2019. This scheme has three components (i) Khadi Grant, (ii) Khadi Vikas Yojana (KVY) and (iii) Gramodyog Vikas Yojana (GVY), to achieve the objectives of improving the livelihood of rural/urban artisans by creating employment opportunities and increasing their wages. Cumulative employment opportunities were generated for 155.70 lakh persons (provisional) (Khadi 4.97 + VI 150.73 lakh persons) till 2020-21 (upto 31.1.2021) under entire Khadi and Village Industries (KVI) sector.

Mission Solar Charkha was launched by the Ministry in 2018-19 for implementation of 50 Solar Charkha Clusters across the country. The scheme envisages to generate direct employment to nearly one lakh persons. The objective of the scheme is to ensure inclusive growth by generation of employment and sustainable development by setting up of solar charkha clusters in rural areas and to boost rural economy and help in arresting migration from rural to urban areas. Till date 10 projects have been approved under Mission Solar Charkha.

(e): All the States/UTs of the country, including the State of Maharashtra, are benefitted from the implementation of the above mentioned schemes/programmes of KVIC.
