IMPLEMENTATION OF HAR MEDH PAR PED SCHEME

Will the Minister of AGRICULTURE AND FARMERS WELFARE कृषि एंव किसान कल्याण मंत्री be pleased to state:
(a) whether the Government is implementing ‘Har Medh Par Ped‘ scheme/programme to promote Agroforestry;
(b) if so, the details thereof; and
(c) the number of farmers benefited from the said scheme/programme as on date, State-wise?

(a) & (b): Yes.
Sub-Mission on Agroforestry (Har Medh Par Ped) was launched in 2016-17 to encourage tree plantation on farm land along with crops/ cropping system to help the farmers get additional income and make their farming system more climate resilient and adaptive. The scheme is being implemented in 20 States and 2 UTs with funding pattern of 60:40 between Centre and State Govt. for all States excepting NE & Hilly states, where it would be 90:10 and 100% in case of UTs & National Level Agencies.
Under the scheme, assistance to farmers is given through State Govt. for nursery development, boundary plantation and block plantation of prominent tree species to promote, inter-alia, tree borne oilseeds, medicinal & aromatic plants, silk & lac rearing host plants, in addition to timber species so that farmers get early returns.
Agroforestry models developed by ICAR-Central Agroforestry Research Institute (CAFRI) and Indian Council of Forestry Research & Education (ICFERE) are promoted under the scheme for encouraging inter-cropping with agricultural crops. Collaborative activities are also carried out with convergence of Central Silk Board.

* There is a pre-requisite of relaxation in felling and transit rules for selected tree species in the States to implement the scheme. At present, 20 States and 2 UTs are implementing the scheme.
