Government implementing Pradhan Mantri Rojgar Protsahan Yojana (PMRPY)

217. SHRI BALAK NATH: 

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state: 

(a) the names of the schemes being run by the Ministry for providing employment; 

(b) if so, whether any such schemes are being run/ proposed to be run for Alwar district in Rajasthan, if so, the details thereof; 

(c) whether the Ministry proposes to create any fund to provide employment in Rajasthan, if so, the details thereof; and 

(d) whether there is any scheme of the Ministry to provide loan for self-employment and if so, the details thereof? 

(a) to (d): Government is implementing Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) in the country including Rajasthan since 2016 with the objective to incentivise employers for creation of new employment with social security benefits. Under the scheme, Government of India is paying Employer’s full contribution i.e. 12% towards EPF and EPS both (as admissible from time to time) for a period of three years to the new employees through EPFO w.e.f. 01.04.2018. The terminal date for registration of beneficiary through establishment was 31st March 2019. The beneficiaries registered upto 31st March, 2019 will continue to receive the benefits for 3 years from the date of registration under the scheme. 

Government has also implemented the National Career Service (NCS) Project as a Mission Mode Project for transformation of the National Employment Service to provide a variety of employment related services like job matching, career counselling, vocational guidance, information on skill development courses, apprenticeship, internships, etc. Under this project, 16 Model Career Centres (MCCs) have been approved in Rajasthan including one at Alwar. The main objective of MCCs is to connect local youth with all possible job opportunities in a transparent and effective manner, organise job fairs, mobilise the employers, provide career counselling. 

Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government inter alia, for facilitating self-employment. Under PMMY collateral free loans upto Rs. 10 lakh, are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities.

 

Government has taken various steps for generating employment in the country including Rajasthan like encouraging private sector of economy, fast tracking various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister’s Employment Generation Programme (PMEGP) run by Ministry of Micro, Small & Medium Enterprises, Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) scheme run by Ministry of Rural Development and Deendayal Antyodaya Yojana- National Urban Livelihoods Mission (DAY-NULM) run by Ministry of Housing & Urban Affairs to bring about overall improvement in the quality of life of the people through employment generation, strengthening of livelihood opportunities, promoting self-employment. 

Pradhan Mantri Kaushal VikasYojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry- relevant skill training that will help them in securing a better livelihood and to meet their employment as well as self employment requirement.
