Will the Minister of DEFENCE be pleased to state:
(a) whether it is a fact that there is a big gap between existing strength and operational strength, especially in technical fields in ordnance factories across the country;
(b) if so, the details of operational vacancies in each factories; and
(c) the efforts made to fill all the sanctioned strength and by when these are likely to be filled up?
(a) No, Sir. However, there is a gap between operational and existing strength resulting in an operational vacancy of 30,007 against operational strength of 1,10,000 which have to be operated based on functional requirement/work load in various factories. Most of these vacancies are technical in nature.

(b) & (c) Occurrence of vacancies and their filling up is a continuous and on-going process. Vacancies are filled up from time to time on need basis as per the existing procedure/rules. OFB has recently concluded the recruitment of 2,668 Industrial Employees, 188 Group ‘B’ Officers and 121 Group ‘A’ Officers. Also, OFB has sanctioned the recruitment of 378 Non Industrial employees and 692 Chargeman (Group B post) vacancies for Direct Recruitment, which is under process.

(क) क्या यह सच है कि पूरे देश में विशेष रूप से आयुध निर्माणियों के तकनीकी क्षेत्र में वर्तमान पद संख्या और प्रचालन संबंधी पद संख्या के बीच काफी अंतर है;
(ख) यदि हां, तो प्रत्येक निर्माणी में प्रचालन संबंधी रिक्तियों का ब्यौरा क्या है; और
(ग) संस्वीकृत पदों को भरे जाने के लिए क्या प्रयास किए गए हैं और इन्हें कब तक भरे जाने की संभावना है ?
(क) जी, नहीं । तथापि, विभिन्न आयुध निर्माणियों में प्रचालन संबंधी पद संख्या और वर्तमान पद संख्या के बीच अंतर है जिसके परिणामस्वरूप 1,10,000 की प्रचालन पद संख्या में से 30,007 प्रचालन पद रिक्त हैं जिनके बारे में विभिन्न निर्माणियों में कार्यात्मक आवश्यकता/कार्यभार के आधार पर कार्रवाई की जानी है । इनमें अधिकांश रिक्तियां तकनीकी स्वरूप की हैं ।

(ख) और (ग) रिक्तियां होना और उनका भरा जाना एक सतत् और निरंतर चलने वाली प्रक्रिया है । रिक्तियों को समय-समय पर आवश्यकता के अनुसार मौजूदा प्रक्रिया/नियमों के अनुसार भरा जाता है । आयुध निर्माणी बोर्ड (ओएफबी) ने हाल ही में 2668 औद्योगिक कर्मचारियों, 188 समूह ‘ख’ अधिकारियों एवं 121 समूह ‘क’ अधिकारियों की भर्ती करने का निर्णय लिया है । ओएफबी ने सीधी भर्ती के जरिए 378 गैर-औद्योगिक कर्मचारियों और 692 चार्जमैन (समूह ‘ख’ पद) की भर्ती करने की भी स्वीकृति प्रदान की है जो प्रक्रियाधीन है ।
