Under DAY-NRLM as on 31st January, 2020 more than 6.73 Crore Households have been mobilized into 60.82 lakh Self Help Groups (SHGs) Pradhan Mantri Gram Sadak Yojana (PMGSY) is a one-time special intervention of the Government of India to improve rural infrastructure through construction of all weather roads to provide connectivity to eligible habitations. ‘Rural Roads’ being a State subject, the programme is being implemented by the respective State / UT Governments. 98% of the eligible and feasible habitations have already been provided connectivity. A total of 6,21,058 Km road length has already been completed. Budget allocation to States/UTs under PMGSY depends inter-alia on absorption capacity balance works in hand, unspent balance available.
(c)to(e) Various steps have been taken for proper implementation of Mahatma Gandhi NREGS in all rural areas of the country which include geo-tagging of assets, Direct Benefit Transfer (DBT), National electronic Fund Management System (NeFMS), Aadhar Based Payment System (ABPS), Software for Estimate Calculation using Rural rates for Employment (SECURE), Performance Review Committee meetings of the Ministry, Common Review Missions, regular video conferencing and establishment of independent social audit units. As per Centralized Public Grievance Redressal and Monitoring System (CPGRAMS), State/UT –wise the status of complaints under Mahatma Gandhi NREGS during the last three and current years (as on 14.02.2020) is given at Annexure-I
Several steps have been taken for effective implementation of DAY-NRLM. These include submission of periodical reports by the State Rural Livelihoods Missions (SRLMs), review during the periodic meeting of the Performance Review Committee (PRC) of the Ministry, monitoring the timely submission of Utilization Certificates, submission of third party monitoring reports through National Level Monitors and Area Officers, monitoring through various MIS modules as well as bi-monthly financial management review of all States. No such cases of poor functioning of the scheme have been reported during the last three year and current financial year as on 13.03.2020.
Under PMGSY, implementation of all sanctioned works is being monitored through online programme MIS named OMMAS on real time basis. Progress of all roads uploaded on OMMAS on real time basis with the provision of Geo-tagged Photographs. Progress is also monitored with the States by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, Pre-Empowered/ Empowered Committee Meetings with the States. In addition to this, special review meetings are also held by Secretary/ Additional Secretary, Ministry of Rural Development with Chief Secretaries/Principal Secretaries of the States. A Mobile App “Meri Sadak” was launched on 20th July, 2015 with the view to achieve the objectives of e-governance and Digital India for user friendly and transparent Citizen Feedback and complaint redressal system. Further, Ministry of Rural Development, Government of India is implementing a project for the creation of web based Geographic Information system (GIS) under PMGSY through which the mapping of all rural roads in the country is being done. State wise details of complaints received under Pradhan Mantri Gram Sadak Yojana (PMGSY) and action taken thereon during the last three year and current financial year (upto February, 2020) is given at Annexure-II.
For transparency and effective monitoring, the Superintending Engineer concerned of the zone/region has been asked to request the concerned Member of Parliament and Zilla Panchayat Pramukh representing the zone/region, once in six months, to select any PMGSY project(s) for joint inspection. Similarly, the Executive Engineer in-charge of a division has been asked to request the MLA/ Chairperson of the Intermediate Panchayat concerned, once in three months for joint inspection and the Assistant Engineer in-charge of the sub-division has been asked to request the concerned Sarpanch of the Gram Panchayat once in two months to select any PMGSY project(s) for joint inspection.
