CONSTRUCTION OF HOUSES UNDER PMAY

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether there is any time frame for completion of construction work of houses after being approved under the Pradhan Mantri Awas Yojana (PMAY) and if so, the details thereof; and

(b) the district-wise number of houses approved under the PMAY since 1st January, 2018 which are still incomplete in Rajnandgaon Parliamentary Constituency along with the reasons therefor?

(a) Ministry of Housing and Urban Affairs is implementing the Pradhan Mantri Awas Yojana (Urban) [PMAY (U)] and providing assistance to States/Union Territories (UTs) in addressing the housing requirements in the urban areas through following four verticals:
  • “In-Situ” Slum Redevelopment (ISSR)
  • Credit-Linked Subsidy Scheme (CLSS)
  • Affordable Housing in Partnership (AHP) and
  • Beneficiary-led individual house construction or enhancement (BLC).
Based on the project proposals received so far from the States/UTs, total 1,03,61,738 houses have been sanctioned under PMAY(U); out of this 61,57,734 are at various stages of construction and 32,15,926 are completed/delivered.

Usually, duration of construction varies from 12 months to 36 months in different verticals of the scheme. The tentative time frame for completing the houses approved under BLC vertical of the scheme varies from 12 to 18 months. Under AHP and ISSR verticals, the tentative time frame is 24 to 36 months as mentioned in the respective Detailed Project Reports (DPRs) approved by State/UT Governments. According to the strategy adopted by PMAY(U) to achieve the goal of “Housing for All” by March, 2022 the Ministry has sought project proposals from the States/UTs by March/April, 2020 for approval, in order to complete construction/occupancy in the given time frame.
Further, Ministry of Rural Development (MoRD) is implementing Pradhan Mantri Awas Yojana-Gramin (PMAY-G) since 01.04.2016 to achieve the objective of “Housing for All” in rural areas by 2022. As per para 5.6 of the framework for implementation of PMAY-G, the construction of house should be completed within 12 months from the date of sanction.

(b) Based on the project proposals received so  far from the State of Chhattisgarh, total 2.55 lakh houses have been sanctioned under the PMAY(U); out of which, 1.95 lakh houses are at various stages of construction and 83,351 have been completed/delivered.In Rajnandgaon Parliamentary Constituency of Chhattisgarh total 24,943 houses have been sanctioned; out of which, 16,677 have been grounded for construction; of which, 8,665 houses are under construction and 8,012 have been completed/delivered. District-wise status of houses approved under the PMAY(U) since 1stJanuary, 2018 is as given below:

Land and colonization are State subjects. The on-ground implementation of the scheme is done by States/UTs through their Urban Local Bodies/Implementing agencies in the spirit of cooperative federalism. The houses under PMAY(U) are sanctioned in different meetings of Central Sanctioning and Monitoring Committee and therefore, the houses are completed progressively.

Reasons for delay in completion of houses under PMAY-G are as under:

  • Larger than the prescribed house size
  • Death of Beneficiaries in some cases
  • Non-availability of construction material
  • Land dispute
  • Natural calamity
  • Temporary/permanent migration
