EMPLOYMENT GENERATION SCHEMES

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the rural youths are getting employment as guaranteed under the employment generation schemes across the country;

(b) if so,  the details thereof during each of  the last three years and the current year, State/UT-wise and Scheme-wise and if not, the reasons therefor;

(c) the details of the funds provided by the Government under the said schemes during the said period, State/UT-wise and Scheme-wise;

(d) the cases of irregularities in implementation of the said schemes that come to the notice of the Government during the said period, State/UT-wise and Scheme-wise; and

(e) the other steps taken by the Government for effective implementation of the said schemes in the country?

(a) & (b)  For generation of wage employment for unskilled labour in rural areas, Ministry of Rural Development is implementing Mahatma Gandhi National  Rural  Employment Guarantee Scheme (MGNREGS)  which provides at least one hundred days  of  guaranteed wage employment in every financial year to every rural household whose adult members, including rural youth, volunteer to do unskilled manual work. It is a demand driven wage employment programme. Details of Persondays generated during the last three  year  and current Financial Year 2019-20 (as on  28.01.2020) under Mahatma Gandhi NREGS is at Annexure-I. The Ministry of Rural Development is also implementing Start-up Village Entrepreneurship Programme (SVEP) since 2017-18 to help the rural poor to set-up enterprises at village level in non-agriculture Sector. The year wise number of enterprises formed and employment generated is at Annexure-II(a) & II(b). Two schemes on skill development  of  rural  poor  youth,  under  Deendayal  Antyodaya  Yojana  –  National  Rural
Livelihoods Mission (DAY-NRLM), are also being implemented by this Ministry, which are as follows:-
  • I. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), which is a placement linked skill development program for wage employment.
  • II. Skill development through Rural Self Employment and Training Institutes (RSETIs) enabling a trainee to take bank credit and start his/her own Micro-enterprise. Some of such trainees may also seek regular salaried jobs.
The State-wise number of candidates trained and placed under DDU-GKY & RSETI during the last three years and current year is at Annexure-III(a) & III(b).
(c)  State/UT-wise funds released under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETI) &  Start-up  Village Entrepreneurship Programme (SVEP) during the last three years and current year is given at Annexure-IV(a) to (d).
(d) & (e): Review of implementation of various Rural Development programmes is  an ongoing process. Programmes are reviewed through  Performance  Review  Committee Meetings, Common Review Mission, Area Officers Schemes, District Development Co- ordination and Monitoring Committee named as “DISHA” Committee, Reports of National Level Monitors etc. Actions, as appropriate, are taken on specific reports of irregularities.
