Adult Education & Skill Development (National Literacy Mission )

National Literacy Mission
(a) Two schemes namely; “Adult Education & Skill Development” (Saakshar Bharat), a Centrally Sponsored Scheme and “Support to NGOs/Institutions/SRCs for Adult Education & Skill Development”, a Central Sector Scheme were implemented under National Literacy Mission.
In order to improve literacy rate, Saakshar Bharat scheme was implemented in rural areas of 410 districts in 26 States and one UT that had adult female literacy rate of 50 per cent and below as per Census 2001, and including left wing extremism affected districts, irrespective of their literacy rates, with special focus on women and other disadvantaged groups.
National+Literacy+Mission

Under the Scheme of Support to Voluntary Agencies for Adult Education and Skill Development,  grant  was  provided  to  State  Resource  Centres  (SRCs)  and  Jan  Shikshan

Sansthans (JSSs). The SRCs provided academic and technical resource support to literacy programmes. This had to be achieved through organizing training programmes, material development and production, publication, extension activities,  innovative projects, research studies and evaluations. The JSSs offered a variety of vocational courses such as cutting and tailoring, terracotta work, embroidery, wool knitting, soft toy making, automotive repair, plumbing, beauty culture, health care, food processing and preservation and fashion technology, etc. The JSS component, with the approval of Cabinet Secretariat had been transferred to Ministry of Skill Development and Entrepreneurship from financial year 2018-19.

The literacy data in the country is collected through decennial census operation conducted by Registrar General of India. The last Census was held in 2011. A statement indicating State/UT and gender-wise literacy rate in the country in the age group of 7 and above, as per Census 2011 is at Annexure-I.
(b) A statement indicating State-wise Details of funds released to NGOs during 2016-17 and 2017-18 under the Scheme of Support to Voluntary Agencies for Adult Education and Skill Development is at Annexure-II. No funds were released during 2018-19 and onwards as the JSS component was transferred to Ministry of Skill Development and Entrepreneurship from financial year 2018-19.

(c) A statement indicating State wise Coverage of Beneficiaries by Jan Shikshan Sansthans for 2016-17 and 2017-18 is at Annexure-III. A statement indicating State and UT wise and gender-wise learners appeared and declared successful in the Basic Literacy Assessment Test conducted by National Institute of Open Schooling between August, 2010 to March, 2018, under Saakshar Bharat Programme is at Annexure-IV.
(d) The details of NGOs found involved in various irregularities and action taken by Government is at Annexure-V.

  • (a) whether the National Literacy Mission Schemes are being implemented successfully and if so, the details thereof along with the rate of literacy, during the last three years, State-wise;
  • (b) the details of financial assistance provided to NGOs and others and expenditure incurred under the above scheme during the last three years and the current year, State-wise;
  • (c) the details of targets achieved, State-wise; and
  • (d) the action taken/proposes to be taken by the Government against those NGOs which did not perform satisfactorily?
