SCHEMES FOR DEVELOPMENT OF TOURISM

Will the Minister of TOURISM be pleased to state:
- (a) the details of schemes/programmes being implemented by the Government to provide assistance to State Governments for development of tourism in the country;
- (b) whether several tourist places in the country are being developed with foreign financial assistance;
- (c) if so, the details of the financial assistance received and utilized during each of the last three years and the current year, project and State/UT-wise;
- (d) whether the Government proposes to declare the tourist sites of Gujarat, Jammu & Kashmir and Madhya Pradesh as important tourist sites, develop these sites and provide assistance to the State Governments for the said purpose; and

STATEMENT IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO.12 ANSWERED ON 04.02.2019 REGARDING SCHEMES FOR DEVELOPMENT OF TOURISM.
(a) to (e) Ministry of Tourism provides Central Financial Assistance to State Governments/Union Territory Administrations under the Schemes of Swadesh Darshan and National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD) for the development of tourism related infrastructure in the country.
Under the Swadesh Darshan Scheme, 15 theme based circuits have been identified for development which are Buddhist Circuit, Coastal Circuit, Desert Circuit, Eco Circuit, Heritage Circuit, Himalayan Circuit, Krishna Circuit, North-East Circuit, Ramayana Circuit, Rural Circuit, Spiritual Circuit, Sufi Circuit, Tirthankar Circuit, Tribal Circuit and Wildlife Circuit.
Under the PRASHAD Scheme, 41 religious cities/sites in 25 States have been identified for development which are Amaravati and Srisailam (Andhra Pradesh), Kamakhya (Assam), Parasuram Kund (Lohit District, Arunachal Pradesh), Patna and Gaya (Bihar), Balmeshwari Devi Temple (Rajnandgaon, Chhattisgarh), Dwarka and Somnath (Gujarat), Gurudwara Nada Saheb (Panchkula, Haryana), Maa Chintpurni (Una, Himachal Pradesh), Hazratbal and Katra (Jammu & Kashmir), Deogarh and Parasnath (Jharkhand), Chamundeshwari Devi (Mysuru, Karnataka), Guruvayoor, St. Thomas International Shrine (Malayattoor) and Cheraman Juma Mosque (Thrissur, Kerala), Omkareshwar and Amarkantak (Madhya Pradesh), Babedpara, West Jaintia Hills and Sohra (Meghalaya), Aizwal (Mizoram), Kohima and Mokokchung Districts (Nagaland), Trimbakeshwar (Maharashtra), Puri (Odisha), Amritsar (Punjab), Ajmer (Rajasthan), Kanchipuram and Vellankani (Tamil Nadu), Tripura Sundari (Tripura), Varanasi and Mathura (Uttar Pradesh), Badrinath, Kedarnath, Gangotri and Yamunotri (Uttarakhand) and Belur (West Bengal).
The Swadesh Darshan and PRASHAD Schemes aim at development of tourism related infrastructure spanning the entire country including Gujarat, Jammu & Kashmir and Madhya Pradesh. Submission of project proposals by the State Governments/UT Administrations under the above schemes is a continuous process. The projects for development are identified in consultation with the State Governments/UT Administrations and are sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence to scheme guidelines and utilization of funds released earlier.
Details of projects sanctioned under the Swadesh Darshan and PRASHAD Schemes to different States/UTs including Gujarat, Jammu & Kashmir and Madhya Pradesh is given at Annexure-I.
As per Department of Economic Affairs (DEA), the list of projects with foreign assistance for development of tourism sector are at Annexure-II and the utilization of loans is at Annexure-III.
