Will the Minister of AGRICULTURE AND FARMERS WELFARE कृषि एवं किसान कल्यान  मंत्री be pleased to state: 
  • (a) the status of implementation of Rashtriya Krishi Vikas Yojana (RKVY) in various States of the country; 
  • (b) whether any target has been set under the revamped Rashtriya Krishi Vikas Yojana, if so, the details of the target set for the country in general and for various States in particular including Maharashtra State-wise along with the details of achievements made therein; 
  • (c) the details of the programmes being undertaken under the said Yojana and achievements made there from during the last four years; 
  • (d) whether the Government provides flexibility under this yojana to the States to come up with need based programmes and if so, the details thereof; 
  • (e) whether the Government has been implementing the National Food Security Mission and the Rashtriya Krishi Vikas Yojana across different districts of the country to raise the production of rice, wheat and pulses in the country including Maharashtra and if so, the details thereof along with the targets set, foodgrain and State-wise; 
  • (f) the details of funds sanctioned, released and utilised under the said schemes during each of the last three years, State-wise including Maharashtra; and 
  • (g) the details of achievements made under these schemes so far?

( SHRI PARSHOTTAM RUPALA) 
(a) to (d)  Rashtriya Krishi Vikas Yojana (RKVY) launched during 2007-08 is implemented in all States and Union Territories. The scheme has been revamped as Rashtriya Krishi Vikas Yojana-Remunerative Approaches for Agriculture and Allied Sector Rejuvenation (RKVY-RAFTAAR) on 1.11.2017 for continuation up to March, 2020 with more focus on infrastructure development. No physical target is fixed by the Government of India under the scheme as the States and Union Territories have the flexibility to devise and implement projects under the scheme as per their needs, priorities and available resources for the overall development of agriculture and allied sectors. The sector-wise projects approved by the States under the scheme as per the data entered by them in RDMIS during the last four years and State/Union Territory- wise allocation, release and utilization during the period are given respectively at annexure- I & II. 
(e) to (g)  National Food Security Mission is being implemented in 29 States of the country, including Maharashtra, with an objective to increase the production of rice, wheat, pulses, nutri-cereals and coarse cereals through area expansion and productivity enhancement; restoring soil fertility and productivity. This mission has been continued beyond the 12th Plan with additional target of 13 million tonnes of foodgrains comprising 5 million tonnes of rice, 3 million tonnes of wheat, 3 million tonnes of pulses and 2 million tonnes of nutri-cum-coarse cereals during 2017-18 to 2019-20. Besides, Bringing Green Revolution to Eastern India (BGREI), a sub scheme of RKVY, is also implemented in non-NFSM districts of seven Eastern States namely Assam, Bihar, Chhattisgarh, Jharkhand, Odisha, Uttar Pradesh and West Bengal to address the constraints limiting the productivity of “rice based cropping systems”. The State -wise production of rice, wheat, pulses as well as allocation, release and utilization of funds under NFSM during the last three years is given respectively at annexure-III & IV.
