682. SHRI M. CHANDRAKASI: 

Will the Minister of RURAL DEVELOPMENT be pleased to state: 

• (a) the number of houses allotted to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities under the Pradhan Mantri Awaas Yojana (PMAY) during each of the last five years, State/ UT-wise; 

• (b) the details of functioning of monitoring mechanism at different levels to ensure that the targeted categories of people get benefits under the said scheme; and 

• (c) the details of targets and achievements made the re under in the State of Tamil Nadu during the last five years?

(a): A statement indicating category-wise house sanctioned under PMAY-G, State/UT-wise is given at Annexure-I. There is no separate provision for earmarking of targets to Other Backward Classes. These beneficiaries are included in Others category.

(b): The Ministry of Rural Development monitors the physical progress under PMAY-G regularly to ensure the completion of houses allocated to different categories including SC, ST, Minorities and Others. For effective monitoring following steps have been taken: 

• (i). Instead of multiple bank accounts at various levels in the State/UT, a single account at the State level, i.e. State Nodal Account (SNA), has been kept. Funds under PMAY-G are transferred directly to the beneficiary account from SNA through the PFMS-Awaas Soft platform. 

• (ii). Performance monitoring is done through real time capture of progress using workflow enabled transactional data in Awaas Soft. The data generated from the transactions in Awaas Soft are collated as system generated reports for monitoring different pre- determined parameters of performance. 

• (iii). A mobile based application- ‘Awaas App’, which has both off line and on line versions, empowers officials and citizens to capture and upload geo-tagged, time and date stamped photographs of the house at various stages of construction thereby reducing time lags in verification. 

• (iv). Implementation of PMAY-G is reviewed in Performance Review Committee (PRC) meetings on quarterly basis, Common Review Mission, regular State Coordinating Officers meeting, Area Officer’s visits and National Level Monitors visits. 

(c) : The detail of house allocated and constructed under PMAY-G in the State of Tamil Nadu during the last five year is as under:
